Position Objective: The Architect of the Capitol (AOC) Office of the Chief Security Officer (OCSO) provides facility, security, emergency management, and other support services to the Legislative and Judicial Branches of government during both normal operations, increased threat levels, planned events, and emergency responses. OCSO’s Emergency Management Division is charged with maturing the AOC’s emergency management culture, institutionalizing emergency preparedness, training, continuity, and critical infrastructure best practices throughout the AOC enterprise.

The AOC OCSO requires an Information Technology Director to manage the deployment and maintenance of the AOC’s emergency management and contingency systems and equipment.

Duties and Responsibilities: The IT Director shall manage a team of two IT professionals to support various OCSO-managed systems and services. Each member of the team, to include the IT Director, should be able to work on all projects, though individual specialists may have varied skillsets such as Radio Frequency (RF) experience, IT Tier 1-2 support, IT Tier 2-3 support, network engineering, etc.

The IT Director will be responsible for overall management and execution of the following tasks:

  • Project Management Plan / Quality Control Plan

  • Within thirty (30) calendar days, the IT Director shall submit a Project Management Plan and a Quality Control Plan for the period of performance.

  • AOC Policy, Plans and Procedures Review

  • Within ninety (90) calendar days, the IT Director shall assess the adequacy of existing policies, guides, procedures, and user manuals and the number of new documents that may need to be created. The IT Director shall then propose an update and delivery schedule.

  • Joint Emergency Management Notification System (JEMNS) (Blackberry AtHoc)

  • Administer and maintain AOC’s BlackBerry AtHoc Virtual Private Server (VPS) at the AtHoc Enterprise Operators level to include, but not limited to, user and and alert template creation and modification.

  • Collaborate with Legislative Branch Organization (LBO) partners, AOC Information Technology Division (ITD), U.S. Capitol Police (USCP) AtHoc Server administrators, and JEMNS support contractors (e.g. Blackberry/JEMNS helpdesk, etc.) for all JEMNS actions including, but not limited to, service impairments, upgrades, interconnect rules creation, and general troubleshooting.

  • WebEOC

  • Administer and maintain the WebEOC application, to include managing user support requests, creating new user accounts, resetting passwords, application training and troubleshooting support, creation of new notifications and workflows, and coordinating with the WebEOC developer for new Board or feature builds.

  • Joint Audible Warning System (JAWS)

  • Take receipt of JAWS end units from Motorola/LBO partners and configure, program, and deploy end units in AOC spaces.

  • Maintain inventory of all AOC-owned JAWS end-units, and trouble-shoot issues at the end-unit, as needed.

  • Maintain configuration management of JAWS system and apply feature and security patches as necessary.

  • Respond to end-user requests for service of individual JAWS units within 48 hours of receipt of the request.

  • Develop, review, and update guides, standard operating procedures, and user manuals.

  • Mobile Legislative Clock System (MLCS)

  • Support the OCSO’s MLCS modernization project to include prototyping, fielding, inventory, and operational assignment of all MLCS equipment.

  • Troubleshoot system connectivity during exercise or real-world deployments, possibly in austere environments with limited support resources.

  • Review and propose updates to system documentation based on usage and lessons learned.

  • Telecommunications/IP-Based Mobility Solutions

  • Support the build out and maintenance of OCSO vehicle-based mobile telecommunications capabilities.

  • Support the OCSO in the programming and deployment of AOC and USCP radios.

  • Support the COMSEC Specialist in conducting end-user training on radios.

  • Support radio deployments and inventory for exercises or real-world events, possibly in austere environments with limited notice and resources.

  • Support the development, review, and update of guides, standard operating procedures, and user manuals

  • Reports

  • Bi-Weekly Status Report : The IT Director shall prepare a status report for the government every other week to include, but not limited to, Accomplishments, Planned Activities, Milestone Schedule, Quality Control measures, Project Changes, and Open Issues.

  • Monthly Status Report : The IT Director shall prepare a monthly status report for the government to include, but not limited to, Milestone Schedule, Quality Control Measures, Project Changes, and Open Issues.

  • Meeting Minutes : The IT Director shall compose minutes for each formal meeting attended with the government, to be emailed to the appropriate points of contact within 24 hours after the meeting.

    Basic Qualifications:

  • Master's Degree in Computer Science, Information Systems, System Engineering, Network Engineering, or related discipline and twelve (12) years of relevant experience.

  • Relevant experience may be substituted for education:

  • 10+ years’ experience with a PhD;

  • 14+ years’ experience with an MA/MS degree;

  • 16+ years’ experience with related Associate’s Degree; or

  • 18+ years’ related experience with no degree.

  • Required Skills/Experience:

  • Familiarity with RF communications equipment (Desired)

  • Familiarity with IT systems – either development or system-level management

  • Familiarity with inventory management processes and best practices

  • Ability to flex between technologies and applications as conditions dictate

  • Candidate must be capable of sustained standing and walking, as well as lifting, stacking, unpacking and repacking equipment cases and pallets.

  • Candidate must be able to walk the Capitol Hill campus to conduct training, maintenance, or inventories on equipment in various offices

  • Candidate must be able/willing to travel to multiple government-owned buildings in the National Capitol Region to test and inventory equipment.

  • Work will be performed at all OCSO facilities located throughout Capitol Hill and the greater Washington DC area. Work may also be performed at AOC and AOC-supported facilities in Anne Arundle County, MD; Howard County MD; and Culpepper County VA.

    Minimum Qualifications:

  • Emergency Operations Center or Similar Emergency Management Experience (Highly-Desired)

  • Candidate must exhibit critical soft skills including, but not limited to:

  • Excellent active listening and verbal communication skills.

  • Strong written and oral communications ability.

  • Flexible and adaptable attitude.

  • Ability to elicit cooperation from a wide variety of stakeholders; and

  • Ability to discuss technical issues with non-technical, executive-level government officials.
