Summary The incumbent provides investigative support and assists with the Technical Equipment Program. This includes assisting with the implementation of training for special agents, ensuring compliance with privacy and civil liberties laws, and supporting the daily operations of the program. The role requires staying updated with relevant policies, such as those outlined in current and future Executive Orders, and maintaining the integrity and effectiveness of technical investigative equipment to enhance public trust and safety. The incumbent will also be tasked with managing databases, preparing reports for review, and supporting the investigative staff throughout the investigative process. This position requires strong analytical skills, attention to detail, and the ability to work collaboratively with various stakeholders. Major Duties and Responsibilities: A. Analytical Duties and Responsibilities: Provides Investigative Analysts (AI) program management support to the field, advising of and tracking mandatory training requirements for IAs, assisting with the establishment and participating in an IA working group, liaising with partner agency IAs, and helping to identify and implement knowledge sharing initiatives for the regional IAs. Responds to requests for support by interfacing via telephone, email and in-person with investigators needing database queries, spreadsheets, and similar administrative tasks. Works with technical experts to ensure the timeliness of the investigative activity. Analyzes computerized data for internal and external statistical reporting. Conducts official record checks involving querying law enforcement, public records, commercial and DOT computerized records-keeping systems and databases. Communicates with HQ Ops and Regional personnel about data resources and explores new ways to apply these data resources to emerging employee fraud trends. Maintains and updates computerized databases including entering data into and querying the investigative case management system (ICMS) for HQ Ops and other investigative offices on all investigations including documenting arrests, indictments, convictions, and other judicial, civil, and administrative actions, investigative techniques, and other reportable actions that occur during investigations. Serves subpoenas to witnesses and collects background information and financial reviews of subjects on behalf of case agents. Obtains and reviews other government and law enforcement agencies' investigative reports that relate to open investigations or projects. Determines what, if any, additional evidence needs to be collected or witnesses need to be interviewed to resolve the investigation. Accompanies agents to assist in the presentation of evidence they reviewed or facts they developed during the investigation to U.S. Attorney's Offices or local or state prosecutors. Provides testimony as needed on investigative analysis given to special agents for use in administrative and criminal court proceedings. Works with regional and HQ Ops based agents and investigators to assist in the timely reporting (within 24 hours) of significant events (safety-related events, enforcement actions, congressional inquiries, etc.) and their impacts. Assembles and maintains case files and ensures all relevant evidence and documentation is properly titled and assembled in accordance with applicable policies, procedures, and regulations. B. Technical Investigative Equipment Program Support: Assists in training personnel on proper technical investigative equipment use, handling FOIA records requests, and performing regular quality checks to guarantee the reliability of the equipment and systems. Stays informed of technological advancements and legal changes that could affect the program's operation. Provides expert technical advice, guidance, and recommendations to agency management, special agents, investigators, and others on technical investigative equipment program. C. Procurement/Administrative Duties & Responsibilities: In addition to providing a wide range of technical and management advisory services, the incumbent coordinates administrative activities, and financial management, procurement and contracting with other regional staff to ensure an efficient and standardized approach to program and operational functionality within their assigned office or region. Establishes and oversees procedures for the receipt, review, and follow-up on requisitions for purchases from Federal and special funds for HQ Operations. Assigned authority for credit card use for office expenditures. Performs other duties as assigned. You must meet the following requirements by the closing date of this announcement: GS-13: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience researching various informational databases to collect relevant data and other facts and performing complex computations and analyses concerning data collected; Experience investigating criminal violations and relevant legal and policy constraints; Experience researching pertinent regulations and policy governing criminal investigation operations to relate investigative subject matter to intelligence needs; Experience following disclosure requirements to ensure proper use of confidential information; Experience using analytical, evaluative and research techniques to identify and evaluate large amounts of data obtained from various sources and preparing and disseminating finished reports; Experience utilizing oral and written communication techniques to clearly and effectively communicate with individuals of all ranks; Experience in using graphs, charts, spreadsheets, and computer print outs to interpret data; Experience providing significant research, data, analysis and/or report(s) that caused an initiation of a criminal investigation case(s) and/or contributed to the development/completion of a criminal investigation case(s); Experience performing work with minimal supervision; and training lower grade analysts and other support personnel in determining appropriate records research, manipulation of collected data, and in preparing final reports in order to promote consistency and proficiency in the support being rendered; Experience coordinating a national program; Experience with technical equipment or technical equipment program coordination Education Education: N/A Additional Information Definition of Competencies Technical Competence: Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one’s job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
