Public Buildings Service Industrial Hygienist in Washington, District Of Columbia
Summary As a Industrial Hygienist, you will serve as the NCR primary point of contact with external organizations on environmental issues. This position is located in General Services Administration (GSA), Public Buildings Service (PBS) of the National Capital Region (NCR). We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities Coordinates responses to routine and ad hoc reporting requirements and inquiries pertaining to these programs, such as the District Department of Energy and the Environment (DOEE) annual Underground Storage Tank fees and Hazardous Waste Self-Certifications and EPA Biennial Reporting. Conducts inspections/surveys of worksites to observe work practices and environmental conditions for hazards to health and safety. Meets with supervisors, managers, union representatives and administrative personnel concerning the nature and purpose of inspections/surveys and work to be performed. Develops procedures to control and/or eliminate occupational health hazards, such as change in work procedures, ventilation systems, material substitution, or use of other chemicals when hazardous exposures are discovered. Evaluates field offices and other headquarters agencies within the region and provides feedback regarding their implementation of GSA's industrial hygiene and environmental policies and programs. Reviews or directs the review of the industrial hygiene and environmental portions of plans, specifications, and designs which are submitted by other divisions. The plans, specifications and designs are reviewed for accuracy and compliance with regulations and GSA policies. Approves or disapproves such plans, specifications, and designs, where the authority is vested in the branch chief. During surveys, the employee is subjected to all the risks and discomforts associated with industrial activities of the agency. Plant inspections involve exposure to many hazards, such as toxic chemicals, high noise levels, and excessive heat. The employee is required to use a variety of protective equipment and clothing, including hardhats and hearing protection. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is defined as independently conducting surveys/inspections based upon compliance with OSHA and EPA regulations including on-site federally-owned and leased space, and environmental sampling (quantitative and qualitative) in order to evaluate chemical, physical, biological or mechanical (HVAC systems) stresses; and preparing written reports based upon the analysis of the data acquired and the prediction of probable effects of exposures on the health and well-being of workers. Such experience must include development of recommendations encompassing engineering, administrative or personal controls with special emphasis on asbestos control, abatement and monitoring. All candidates for Industrial Hygienist positions must meet the following Basic Eligibility Requirements: A) a bachelor’s or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science; OR B) a bachelor’s degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene (courses in the history or teaching of chemistry are not acceptable). For engineering degrees to be acceptable, the curriculum must be in a school of engineering with at least one curriculum accredited by the ABET (Accreditation Board for Engineering and Technology) as a professional engineering curriculum; OR C) a certification from the American Board of Industrial Hygiene (ABIH).
