Our work depends on an Infrastructure Lead joining our team to support the Department of Health and Human Services (HHS) in Washington, D.C.

At GDIT, we put our people first. As an Infrastructure Lead supporting HHS , you will be trusted to for the overall management and execution of the Infrastructure and Hosting services across the Program.

The program/portfolio scope includes hosting, administration, application development, operations and maintenance (O&M), and security and audit compliance. The financial systems environment utilizes a variety of tools and is hosted at Oracle Cloud Infrastructure (OCI) within the HHS-owned OCI tenancy, which is a Federal Risk and Authorization Management Program (FedRAMP) high environment. This environment is connected to HHS and its 50+ mixed systems through HHS's Trusted Internet Connection (TIC). This will not only support its current financial systems and programs, but also provides flexibility to accommodate evolving financial management and information system security mandates/requirements. This may include operations and maintenance support for other financial management and mixed systems, as well as information technology services for new financial systems programs or projects.

The HHS financial systems environment consists of a core financial system with three instances, two Department-wide reporting systems, and supporting tools. The core financial system’s three instances operate on the same commercial off-the-shelf (COTS) platform (i.e. Oracle eBusiness Suite Release 12.2.9, Oracle Hyperion Financial Management software release 11.2.13, Oracle Business Intelligence Enterprise Edition (OBIEE) Release 12.2.1.4.0, Oracle Analytics Cloud (OAC) and Oracle Business Intelligence Applications (OBIA) Release 7.9.6.4) to promote Department-wide data standardization. The reporting systems within the HHS financial management systems environment facilitate financial statement compilation, data analysis, and financial and managerial reporting. Together, these systems fulfill HHS’s financial accounting and reporting needs.

In this role, a typical day will include:

  • Lead and manage direct report team leads and overall team.

  • Manage financials for responsibility areas, including forecast and budget.

  • Lead the Infrastructure and Hosting team services that enable the enterprise business applications (UFMS, FBIS and CFRS) and tools, managing the complete technology stack including network, operating system, databases, middle-tier and the application tier and availability in both the production and non-production environments. Services include maintaining secure, reliable, and available financial systems environment and recovery services in the disaster recovery environment.

  • Architecture Support – activities to verify current and future architectures support the infrastructure services including design, acquisition and provisioning, capacity management, configuration management, availability management, service continuity management, infrastructure release management, and monitoring.

  • System Capacity Planning – activities to conduct capacity reviews and conduct capacity resource planning to address current and future demands.

  • System Performance Optimization – activities to verify systems meet required response and throughput requirements in the SLAs and optimizing system performance.

  • Instance Management (Non-Production and Production) – activities to monitor and manage the availability and accessibility of UFMS, FBIS, CFRS environments and tools. Ensuring the right level of patches in all environments, establishing and maintaining configuration baselines, cloning non-production environments, user provisioning and deploying enhancements and change requests.

  • Patch Management and Major Updates – activities required to analyze, test, and deploy patches and updates to keep the UFMS, FBIS, CFRS, and the tools environment (complete technology stack) current with the latest security and application patches and upgrades.

  • Network Infrastructure Management – activities to identify and correct network related issues to production and non-production instances.

  • Continuity of Operations – activities to execute continuity of operations and disaster recovery including Backups/Recovery, Clone, and Data refreshes (non-prod refreshes) for UFMS Portfolio and tools.

  • Monitoring and maintenance of the entire technology stack (hardware, operating system, database, network & application) including tools

  • Managing the network connection from Trusted Internet Connection (TIC)

WHAT YOU’LL NEED:

Required Qualifications and Skills

  • BS/BA or the equivalent and 10+ years’ experience working in similar large-scale mission critical application environment.

  • ITIL v3 Foundation or ITIL v4 Foundation certification

  • Experience supporting federal government customers

  • Proven skills in creating a vision, developing and executing plans to achieve the vision, and driving continuous improvement.

  • Experience directing teams through the resolution of complex and inter-related activities and issues.

  • Experience interfacing with senior level clients of an organization.

  • Knowledge of ServiceNow ITSM and ITOM processes is desired.

  • Candidate must be able to obtain and maintain a Public Trust clearance and must have lived in the United States at least three (3) out of the last five (5) years

Desired Qualifications and Skills:

  • Previous experience leading or supporting an Oracle Federal Financials program.

  • Knowledge and experience working with ServiceNow platform, specifically ITSM and ITOM

  • Project Management Professional (PMP) certification

  • ITIL Expert Certification

The likely salary range for this position is $154,960 - $200,008. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
