This position is part of the Responsibilities Schedule the work with the assistance of Managers and Support staff, in accordance with Lean tools and the effective use of employees and resources. Supervise production progress and communicates any potential issues to appropriate managers. Supervise daily production of work to ensure good housekeeping per the Business Unit and facility 5S Program; checking quality of product output at various production stages; operation, of equipment; and progress against schedules. Provide leadership and training to employees to perform ongoing safety checks and efficient performance of production processes. Perform Electronic Quarterly Performance Reports-EQPRs and evaluates subordinates performance annually. Maintain and update the equipment Total Productive Maintenance (TPM) program to maximize uptime and minimize breakdowns and stoppages. Requirements Conditions of Employment Qualifications To qualify for the Group Chief (Bindery), you must meet the following requirements: Applicants must meet the (SCREEN OUT ELEMENT #73), Ability to Lead or Supervise the work of others as a Group Chief to be considered eligible for the position. These duties include: 1) Scheduling the work with assistance of Managers and Support staff, Lean tools and effective use of employees and resources; 2) Supervising or leading production progress while communicating any potential issues to appropriate managers; 3) Supervising daily production of work, good housekeeping per the Business Unit and facility 5S Program; checking quality of product output at various production stages; operation, of equipment; and progress against schedules; 4) and providing leadership and training to employees to perform ongoing safety checks and efficient performance of production processes." In addition to meeting the above Screen-Out Element above, applicants must have: (1) completed a formal, recognized apprenticeship or GPO journeyperson training program, or possess substantially equivalent practical experience in the trade of the vacant position. (2) at least 1 year of journeyperson experience subsequent to completion of the above apprenticeship or training. (3) served a minimum of 1 year in a career or career-conditional appointment in the GPO Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement to be considered. Education Substitution of education in lieu of specialized experience may not be used for this grade level. Background Investigation: To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully completed a background investigation for a secret clearance. This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs. Depending on the type of background investigation required, the security process may take between 6 weeks to 12 months. The Agency may rescind the tentative offer if the candidate is unable to obtain an interim clearance.
