Position Description
Minimum Education Bachelor's degree or equivalent experience Minimum Experience 5 Summary The Facilities Planner/Project Manager manages a broad range of activities and projects that meet the strategic business objectives and goals of Facility Services in the Division of Management. Has overall responsibility for the multiyear capital and facility improvement planning, as well as managing capital and operational projects. Expertise to include budget, staffing, and contractual agreements. Manages multiple projects simultaneously in a fast-paced, high-visibility environment. The incumbent of this position has been designated as essential personnel, and as such will be expected to report to work or work extra time even if the Board is officially closed during emergency situations, such as inclement weather.
Position Requirements
Requires strong project management, planning, communications, and analytical skills typically acquired through the completion of a bachelor’s degree in management, business administration, project management or related discipline or equivalent experience. Requires at least 5 years’ experience managing complex projects. Demonstrated use of current project management concepts, practices, and procedures is required including definition and adherence to scope, scheduling, issue resolution and risk management requirements. Discretion and sensibility are required to maintain confidentiality in regard to assigned projects. Completion of Project Management Certification (PMP) or equivalent programs is desirable. Requires professional services business experience including preparation and negotiation of A&E fees, professional services contracts, business development, building systems design (under direction), statement of work preparation, construction bid evaluation, construction management, construction cost estimating, life cycle cost analysis, facilities and systems test/acceptance, complex project planning, facilities programming, project scheduling, government procurement standards, cost control, value engineering, and energy conservation. Requires knowledge concerning policies and procedures followed by other federal agencies in building programs. Excellent client-facing and internal communication skills, excellent written and verbal communication skills, solid organizational skills including attention to detail and multi-tasking skills and strong working knowledge of Microsoft Office. The incumbent is responsible for long term facility maintenance and improvement planning, managing complex projects and interacting with customers are all levels of the organization. Development of projects for ongoing operational support. Extensively probes and analyses problems to determine their nature and scope. Work effort must constantly be monitored for the interaction of on-going and new work, changing business needs, and stakeholders. Works cross-functionally to solve problems and implement changes, exercising tact to obtain buy-in. Ability to collaborate with subject matter experts across the division is critical. Must be able to exercise independent judgment and develop new nonstandard approaches. The incumbent works under the general supervision of the Manager of Facility Planning and Space Management. Completed work is reviewed for technical soundness and conformance to requirements. Physical Demands/Work Environment: Work location may span across multiple sites or buildings. May require the movement of some light furniture or equipment that may weigh up to 30 pounds. Work may require considerable standing/walking, bending, or stooping. May be required to work odd hours, including nights, weekends, and holidays. This is a term position and is scheduled to expire 12/31/2027. This role requires an onsite presence (minimum two days per week) at our offices in Washington DC.
