Koniag Management Solution, a Koniag Government Services company, is seeking an EAP Contracts Manager to support KMS and our government customer in Washington, DC. This position requires the candidate to be able to obtain a Public Trust. This is a Hybrid opportunity.

The Contracts Manager is responsible for the comprehensive oversight and management of the contract to ensure that all deliverables are completed on time, meet or exceed quality standards, and adhere to financial requirements. This role requires a deep understanding of federal acquisition regulations (FAR), contractual compliance, and project and financial management principles, especially for Time and Materials (T&M) contract types.
Qualifications:
Extensive knowledge of federal contracting procedures, particularly with Time and Materials contracts.
Strong background in project management.
Experience in financial management, including budget tracking and cost/price analysis for government contracts.
Strong analytical and organizational skills, with an ability to manage complex projects and competing priorities.
Proficiency in contract management and financial tracking tools. Exceptional communication skills for effective coordination.
This position ensures the effective management of contract deliverables and financials, contributing to the successful execution of government contracts while maximizing value and maintaining compliance.
The Contracts Manager responsibilities are:
Contract Oversight:
a. Monitor contract performance to ensure timely submission of deliverables in accordance with contractual terms and conditions.
b. Conduct periodic reviews of contract milestones to confirm compliance with schedules and requirements.
Financial Management:
a. Track and manage contract financials, including the budget, funding, and expenditures under the T&M structure.
b. Review and validate contractor labor hours, material costs, and other billable expenses to ensure accurate invoicing and compliance with contract terms.
c. Analyze burn rates to identify potential overruns or underspending and recommend adjustments as needed.
d. Prepare financial status reports and updates for government stakeholders, ensuring transparency and accountability.
Quality Assurance:
a. Evaluate deliverables to ensure they meet quality standards specified in the contract and align with government expectations.
Collaborate with COR to address and resolve quality issues promptly.
Compliance Management:
a. Ensure adherence to applicable laws, regulations, and government policies, including FAR, agency-specific guidelines, and the terms of the T&M contract.
Performance Tracking:
a. Develop and maintain tools to monitor contract progress, including financial and performance metrics, performance indicators, and milestones.
b. Implement tracking systems for labor categories, billable hours, and material costs to ensure compliance with contract ceilings and constraints.
Risk and Issue Management:
a. Identify and mitigate risks related to performance, quality, and financials.
b. Proactively address potential delays or budgetary concerns to maintain contract integrity.
Coordination with the COR:
a. Serve as the primary liaison with the COR for all contractual management matters
b. Participate in program reviews, briefings, and audits to ensure alignment with government goals and objectives.
Documentation and Reporting:
a. Maintain comprehensive records of contract performance, financial status, and compliance.
b. Generate detailed reports for leadership, highlighting progress, risks, and recommendations.
Audit Support:
a. Support internal and external audits by providing financial and performance documentation and addressing inquiries related to contract execution.
Required:
- Qualified candidates must complete a National Security Clearance background check at the Public Trust level and shall be required to complete an agency-security briefing and the badging process.

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.
The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
