Summary The Department of Commerce, Office of the Chief Information Officer (OCIO), Deputy CIO for the Office of Solutions and Service Delivery (OSSD) manages information technology (IT) systems, services, processes and resources for offices and teams that reside within the boundary of Departmental Management (DM). The OSSD DCIO serves as a senior advisor on IT strategies, technologies, policies, and industry trends in support of the Department and bureaus receiving IT services from the OSSD. Responsibilities The OSSD DCIO serves as a key advisor to the DOC CIO and provides vision and leadership for the development of the strategic framework that delivers the best return on IT resource investment in support of the DOC CIO's priorities and the Department's overall management priorities. The OSSD DCIO is responsible for forecasting and planning for better government performance, implementing secure solutions and improving output/outcomes across the organization strategic and tactical measures are implemented to improve internal customer services, enhance collaborative planning across the organization which is based on well-defined goals, objectives and industry best practices and are supported by well-defined business cases. The incumbent is responsible for all aspects of the full functional portfolio, management, and execution, of the work of OSSD, and as such plans and directs the organization's activities necessary to ensure that the aforementioned roles and responsibilities are effectively met. Specifically, the incumbent performs, leads, or oversees the following functions: Create and provide complete IT solutions for our customers by leveraging industry-leading infrastructure and advanced technology service solutions to maintain and improve the overall experience. Plan, develop, and implement business partnership services which advises and assists customers on state-of-the-market proven technologies to meet their mission needs. Focuses on the customer's business needs and enhances the training experience, while advocating for effective and efficient long-term IT solutions to achieve 100% customer satisfaction. Delivers proven, innovative, and effective technology solutions to the Department to transform operations to best serve their customers and mission. Provides education and guidance on the complex IT landscape and promotes more informed decision making using best practices and industry standards. Leads business improvement initiatives to maximize results, optimize ROI, reduce risk, leverage existing assets, and foster success. Works collaboratively with the DOC OCIO senior leadership team by sharing information, discussing solutions, providing and receiving feedback, and offering help and assistance. Requirements Conditions of Employment Background and/or Security Investigation required. All members of the SES are subject to geographic relocation. A one-year probationary period is required for new SES members. Subject to pre-employment and employment random drug testing. Public Financial Disclosure (SF-278 filing within 30 days is required). Qualifications To qualify, applicants must provide evidence of progressively responsible executive level leadership experience and office management experience directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and their competencies and Professional/Technical Qualifications (PTQs). The ECQs were developed to assess executive experience and potential, not to evaluate technical experience. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.(Competencies: conflict management, leveraging diversity, developing others, team building) ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility) ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.(Competencies: financial management, human capital management, technology management) ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Professional/Technical Qualifications: Expert knowledge of and demonstrated experience in strategic and operational IT planning, architecture, selection, control, evaluation of information technology investments, business case development, cost and reimbursement model development, and use of methodologies for translating business needs to technical requirements and plans encompassing state-of-the-art and emerging technologies. Demonstrated expertise and skill in planning, development and oversight of enterprise-wide strategies, plans, service (including shared service) delivery, system and infrastructure consolidation programs for large, diverse organizations and experience doing so in consultation with various stakeholders and constituencies requiring management of strategic and sometimes competing objectives. Demonstrated expert knowledge of and experience in interpreting and applying laws, regulations, executive orders, and other policies governing information technology management; and applying advanced program and organizational management concepts, principles, practices, guidelines, and processes to define issues and problems, manage and coordinate work, in order to provide expert advice relating to high priority programs and projects across a complex enterprise.
