Job Summary

Tuvli, an Akima company, is hiring for a China Support Analyst to support our DoS client located in Washington, DC. The selected candidate will support the activities of the GEC China Division in developing and executing foreign & interagency coordination activities and plans related to disinformation and propaganda that is: (1) promoted by the People’s Republic of China (PRC) the Chinese Communist Party (CCP), and/or their cooperating, coopted, or unwitting partners, and (2) aimed by these entities at members of the public and/or decision-makers and other leaders who operate primarily outside of the United States and China. This focus is often referred to in shorthand as “countering global PRC disinformation and propaganda” or similar phrases. This individual would work within GEC across relevant units, within State, with the U.S. interagency, and with international partners to coordinate efforts to counter global PRC disinformation and propaganda. Key activities will be organizing bi-lateral and multilateral engagements and facilitating relevant information flow related to global PRC disinformation and propaganda. Responsibilities

  • Leverages multiple information conduits to develop strategy and plans to optimize information sharing across the interagency and international partners regarding propaganda and disinformation promoted by the PRC, the CCP, and/or their cooperating, coopted, or unwitting partners and targeting members of the public and/or decision-makers and other leaders who operate primarily outside of the United States and China.

  • Contributes to the development of strategic, operational, and tactical plans for enhancing the coordination of whole of government efforts to counter global PRC disinformation and propaganda.

  • The contractor collaborates closely with other GEC units on best integrate GEC’s China Division perspectives and facilitate a smooth flow of information from other appropriate organizations across the interagency (DOD, intelligence community – IC, State) and foreign partners working on the global PRC propaganda and disinformation issue.

  • Administers international partner activities and workflows under direction of the GEC China Division Deputy Director and in close collaboration with counter disinformation officer portfolio holders.

Qualifications

  • Experience in Strategic Communications and/or Information Operations.

  • Mastery of Operational Planning, USG Coordination activities, Intelligence Analysis, international relations, economics, history, geography, or other related disciplines applied in analyzing and evaluating factors and conditions involved in the administration of U.S. counterterrorism and/or counter state-sponsored propaganda and disinformation programs.

  • Minimum of one (1.5) year of USG national security experience (DoD, DoS, DHS, etc.), including at least some prior experience with international event planning and engagement for events participated in heavily by the interagency and/or international partners.

  • Established relationships with counterparts relevant to this position in foreign governments and across the interagency.

  • Substantive knowledge of information and messaging programs to provide authoritative advice and guidance regarding the policy implications of issues and developments in interagency and foreign engagements.

  • Substantive knowledge of global PRC disinformation and propaganda, strategic communications, influence operations, communications best practices, and factors that influence the integrity of the information space.

  • Experience presenting to domestic and foreign audiences on topics pertaining to countering PRC disinformation and propaganda, strategic communications, influence operations, and efforts to promote resilience against PRC disinformation and propaganda.

  • Experience working with all the following: DOS, DOD, the IC, the private sector, NGOs, Public International Organizations and foreign governments.

  • Ability to establish relationships throughout the foreign policy, intelligence, and defense communities within the U.S. and with foreign partners to exchange and coordinate information.

  • Skill in oral and written communication to prepare and present planning efforts that support GEC China Division efforts to provide guidance, solicit information, defend proposals, and negotiate agreements that serve to counter global PRC disinformation and propaganda.

  • Experience integrating field data and analysis products to develop strategies and plans to counter global PRC disinformation and propaganda efforts among foreign populations.

  • A Bachelor’s degree.

  • Required to obtain a Top-Secret security clearance.

102,400-107,400
