Summary As a Budget Analyst at the GS-0560-13 you will be part of the Office of the Chief Financial Officer, Budget Planning & Analysis Division. If selected, you will be responsible for performing administrative, analytical, and advisory work involving budget formulation, justification, presentation, and execution of assigned portions of the budget. Responsibilities Develops budget exhibits in accordance with regulatory guidance. Performs a wide variety of analytical and technical budget administration functions. Plans, prepares and evaluates the development and implementation of methods and procedures for preparing budget requests and related supporting documentation in assigned areas of responsibilities and related supporting documentation. Reviews program proposals and estimates, and compile said estimates at the Agency level to provide balanced funding scenarios for leadership approval Prepares background and planning documents for budget development such as forecasting, monitoring, and analyzing compensation and benefits and tracking and analyzing full-time equivalents (FTE). Prepares and analyze the monthly status of funds reports. Reviews and analyzes budget estimates and requests for allotments and/or allowances submitted by managers. Requirements Conditions of Employment Qualifications For the GS-13: You must have at least one (1) year of specialized experience equivalent to the GS-12 level in the federal service. Specialized experience includes experience conducting research and special studies pertaining to factors affecting resources, and complex financial areas and report findings. Reviewing budget estimates, allotments, allocations and allowances ensuring accuracy of technical treatment and format, mathematical accuracy, and adequacy of support. Experince with Federal government budgeting to include basic processes, relevant directives and circulars, including OMB Circular A-11, and Federal internal control procedures and experience applying quantitative and qualitative analysis techniques to aid in the formulation and execution of the budget and experience. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education There is no education substitution for this position.
