Department of State - Agency Wide Budget Analyst in Washington, District Of Columbia

Summary This position is located within the U.S. Department of State (Department), Office of Inspector General (OIG), which has statutory oversight responsibility covering the Department, the U.S. Agency for Global Media (USAGM, and the U.S. International Boundary and Water Commission (USIBWC). OIG is responsible for conducting and reporting on inspections, evaluations, investigations, audits and special inquires involving overseas and domestic Department, USAGM, and USIBWC programs and operations. Responsibilities As a Budget Analyst, you will: Provide expert advice, assistance, and guidance on all aspects of the budget cycle (formulation, presentation, and execution) to OIG program managers. Administer the OIG's overall financial management program. Analyze programs and budget guidance and instructions from the Budget Officer, Deputy Executive Director, and the Executive Director to determine impact on OIG operations. Draft analyses examining the impact and significance of revised legislation, policies, procedures, and program requirements to OIG's budget. Collaborate across boundaries to build strategic relationships with stakeholders to achieve common goals. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Time-in-grade documentation: If you are applying for a higher grade and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the 1-year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old). Multiple SF-50s may be needed to show all required information. Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience in the Federal budget process, including experience with the Congressional budget process; and thorough and detailed experience in utilizing OMB policies, directives, and regulations. Experience in effecting agency mission, programs, and legislative history to develop budgetary policies to implement agency program goals. Experience in utilizing the theories, principles, and techniques of sound financial management and financial management analysis techniques. There is no substitute of education for specialized experience for the GS-12 position. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Extensive experience in the Federal budget process, including experience with the Congressional budget process; and thorough and detailed experience in utilizing OMB policies, directives, and regulations. Experience in effecting agency mission, programs, and legislative history to develop budgetary policies to implement agency program goals. Extensive experience in utilizing the theories, principles, and techniques of sound financial management and financial management analysis techniques. Experience in program planning, programming and documentation systems and program analysis. There is no substitute of education for specialized experience for the GS-13 position.
