U.S. Coast Guard Budget Analyst, GS-0560-13/14 in Washington, District Of Columbia

Summary This position is located in Department Homeland Security (DHS), US Coast Guard (USCG), Assistant Commandant for Resources and CFO (CG-8), Office of Budget and Programs (CG-82), Program Review Division (CG-821), Washington DC. Responsibilities You will serve as an expert on the Coast Guard’s (CG) budget development process and submission requirements for the DHS, White House Office of Management and Budget (OMB), and Congress. Responsibilities include detailed analysis to inform strategic planning, programming, and budgeting for the CG enterprise, in support of the CG’s annual budget submission to Congress via DHS and OMB, as well as related requests for budget information. Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include: Developing, analyzing, advising on, strategic review of, and improvement of the efficiency and effectiveness of the CG’s Planning, Programming, Budgeting, and Execution (PPBE) efforts. Performing analysis, review, and development of the CG's operating budget, schedules, and exhibits required by DHS, OMB, and Congress. Conducting analysis and evaluation of continual changes in program plans, funding, and reviews to inform responses to questions on appropriations from DHS, OMB, and Congress. Estimating future financial needs and informing program managers of the status of availability of funds, specifically related to programming and budgeting phases of the PPBE process. Assisting in translating budget data, including personnel, expenses, and other resources for entry across required budget submission systems to ensure compliance with external reporting mandates to DHS, OMB, and Congress, as well as internal CG requirements for funds allocations. Assisting the manager of the CG's budget formulation database, with responsibility for the maintenance, modification, testing, programming, training, and end-user support system for over 500 personnel at CG Headquarters, Atlantic Area, and Pacific Area. Requirements Conditions of Employment U.S. Citizenship is required. This position requires a National Agency Check with Inquiries (NACI). Qualifications GS-13: To qualify at the GS-13 level, applicant must possess at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal sector. Specialized experience includes: Working directly with a Budget Officer or a Senior Budget Analyst by assisting in the management an Agency's budget that consists of funding and execution process with budgetary controls of its programs' funding authority, which includes calculating, monitoring and projecting the financial status of agency wide funds requirements and recommending reapportionments, re-programming, or appropriate budgetary/management actions. GS-14: To qualify at the GS-14 level, applicant must possess at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal sector. Specialized experience includes: Managing an Agency's budget that consists of complex funding and execution process with budgetary controls of its programs' funding authority, which includes calculating, monitoring and projecting the financial status of agency-wide funds requirements and recommending reapportionments, reprogramming, or appropriate budgetary/management action. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
