Summary About the Position: This announcement is for current, permanent Army employees that would like to be considered for a time-limited promotion, reassignment or change to lower grade. Responsibilities Serve as senior Administrative Officer for the Directorate of Civil Works, U.S. Army Corps of Engineers. Responsible for providing policy and regulatory matters involving managerial and administrative support, manpower, and personnel activities. Manages the origination, development, formulation and execution of administrative and management policies, programs, and plans as they pertain to overall Directorate functions and day-to day operations to ensure maximum support. Provides key assistance in vital services, such as management analysis, manpower, personnel, budget, workload reports, and automatic data processing. Oversees the status of personnel actions, manpower, and budget expenditures. Coordinates and administers manpower programs and establishes and implements internal policies. Studies regulations, reports, and work measurement data within the Directorate to assist the Civil Works organizations in adjusting workloads, reorganizing or changing work processes, functions, and manpower. Studies space utilization, work measurement, and workflow to assist the Director in management decisions. Serves as Directorate’s Telework coordinator program manager. Represents the Directorate in meetings and discussions pertaining to the diversified activities encompasses in the administrative and management functions. Receives assignments and provides direct support to the agency’s Executive Officer and other senior level officials. GS-13: Specialized Experience: One year of specialized experience which includes: Implements general administrative procedures and policy. Performs financial management and budgeting functions for the organization. Implements civilian personnel and manpower management policies and procedures. Resolves all administrative problems and short- and long-term business objectives in assigned areas. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). GS-12: Specialized Experience: One year of specialized experience which includes: Reviews, interprets, and provides recommendations for the revision of regulatory guidelines, policies, and standard operating procedures pertinent to personnel administration and management operations. Reviews, develops, and coordinates a variety of manpower and personnel type actions. Provides advice and guidance on financial management and budgeting functions for the organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Financial Management Human Capital Management Problem Solving Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
