Federal Transit Administration Administrative Officer in Washington, District Of Columbia

Summary This position is located in the Office of Transit Safety and Oversight (TSO) and is responsible for all administrative functions in support of TSO operations which include cost center management, oversight of the office personnel program, office services management, contracting, and procuring supplies and services. Responsibilities As an Administrator Officer, you will: Develop annual administrative operating budget. Estimates annual needs for overtime, travel, training, printing, supplies, mail and messenger services, ADP equipment maintenance, and non-capitalized equipment. Also, justifies need for major equipment purchases and anticipated personnel changes as part of the budget call process. Control, liquidates, and executes the TSO Administrative budget, using obligating documents including travel orders and vouchers, training requests, purchase orders, etc. Prepares fund reprogramming requests as needed. Manages administrative expenses such that obligations that remain within budget, explicitly weighing and describing clearly for supervisor and affected staff the trade offs among competing managerial objectives within allotted funds limitations. Oversee all procurement requests in PRISM system, as applicable, in an efficient and timely manner to ensure they are processed. Ensures that financial allotments and available prior to entering procurement requests and ensures all necessary documentation is included in the procurement package sent to the Deputy Associate Administrator for approval. Service as Contracting Officer’s Representative responsible for receiving the briefings and deliverables, signing the receiving reports and monitoring contractor’s performance to protect the Government's interest. Initiate TSO personnel actions for reassignment, transfer, promotion, resignation, etc. Ensures actions are completed in timely manner. Prepares background materials, when necessary. Works with the program office directors to develop mission and function statements, position descriptions, organization charts, performance standards, and justification of performance awards. Coordinates the approval of these actions with the appropriate FTA units, resolving any issues that arise. The ideal candidate for this position is an experienced Administrative Officer who has expertise in various administrative functions include cost center management, oversight of the office personnel program, office services management, and contracting and procuring supplies and services. The candidate would also possess high level oral and written communication skills in order to advise management and develop human resources, purchasing and other documents required. TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience in maintaining records of administrative commitments, expenditures, obligations, and funds transfers. (Duties must have included budgetary, procurements, travel, and a wide variety of personnel programs (e.g. recruitment, promotion, employee benefits, performance appraisals, pay administration, and leave administration). Experience with monitoring contractor deliverables and quality in roles such as that of a Contract Officers Technical Manager. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Control of Funds - Knowledge of the principles, procedures, and requirements for maintaining control and accountability of obligations and expenditures for all appropriations and fund accounts (for example, revolving, non-appropriated, multiyear, and single-year appropriations). Organizational Awareness - Knows the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization. Manages and Organizes Information - Identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods. Partnering - Develops networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals. Contracting/Procurement - Knowledge of various types of contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
