Summary This position is located in the Assistant Secretary for Civil Rights (ASCR), Office of the Secretary, U.S. Department of Agriculture (USDA). The mission of ASCR is to provide leadership and direction for the fair and equitable treatment of all USDA customers and employees while ensuring the delivery of quality programs and enforcement of civil rights. Responsibilities Provides administrative and technical support through the management and monitoring of a variety of administrative activities/functions to facilitate quality and timely outcomes. Plans and manages special projects for assignments to support significant administrative program operations and initiatives. Evaluates and interprets policies, develops a range of solutions to administrative problems, and coordinates individual assignments with the work of other staff members in a variety of disciplines. Frequently called upon to obtain information of a critical, sensitive or confidential nature from sources both internal and external to the Department. Prioritizes official communications, including phone and electronic mail messages, identifying and providing those that require immediate attention to the appropriate staff within the appropriate timeframe. Provides operational support assistance to local functional users to minimize operational disruptions, making recommendations to improve work processes as needed. Uses software management programs to assist, analyze, and develop reports as needed to assist with investigations and relevant studies. Keeps abreast of current and new directives and USDA administrative policies and procedures and provides guidance to staff, as needed. Prepares letters, reports and briefings that represent the DAS' views and agency policies. Provides travel support to staff, including preparing travel authorizations, coordinating transportation; making flight, hotel, and rental car reservations; and preparing travel vouchers at the conclusion of travel. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Qualifying experience for the GS-11 includes one year of specialized experience comparable to the GS-09 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position specialized experience includes (1) Experience planning and participating in special administrative projects and initiatives that have high priority for high-level management producing written evaluations that include recommendations to improve the efficiency and effectiveness of administrative management systems and operations (e.g. correspondence tracking, automated information resources, communications, and procurement). (2) Experience monitoring a variety of administrative activities/functions to facilitate quality and timely outcomes. (3) Experience researching and interpreting policies, recommending a range of solutions to administrative problems, and monitoring and tracking individual assignments with the work of other staff members in a variety of disciplines to ensure work is accomplished in a highly effective and efficient manner. Experience making internal recommendations of the development of administrative policies and procedures. Qualifying experience for the GS-12 includes one year of specialized experience comparable to the GS-11 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position specialized experience includes (1) Experience leading special administrative projects, ongoing analyses and initiatives that have high priority for high-level management producing complex reviews and written reports. (2) Experience monitoring a variety of administrative activities/functions to facilitate quality and timely outcomes. (3) Experience interpreting policies, developing a range of solutions to administrative problems, and coordinating individual assignments with the work of other staff members in a variety of disciplines to ensure work is accomplished in a highly effective and efficient manner. Experience participating in the development of administrative policies and procedures. Qualifying experience for the GS-13 includes one year of specialized experience comparable to the GS-12 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position specialized experience includes (1) Experience handling a broad scope of administrative and technical assignments which require written reports and the ability to make independent decisions on matters and interacting effectively with high-ranking officials both inside and outside of the office. 2) Experience monitoring a variety of administrative activities/functions to facilitate quality and timely outcomes. (3) Experience serving as the first point of contact to obtain urgent, critical or sensitive for information of a confidential nature. (4) Experience evaluating and interpreting policies, developing a range of solutions to administrative problems, and coordinating individual assignments with the work of other staff members in a variety of disciplines to ensure work is accomplished in a highly effective and efficient manner. Experience determining the need for written policies and procedures, and the develop of administrative policies and procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education GS-11 Education substitution: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. There is no education substitution for the GS-12 and GS-13 grade level. Farm Service Agency (FSA) County Employees: Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period. If selected, you will be required to submit Form OGE-450 within 30 days of your initial appointment date, and annually thereafter. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.
