U.S. Capitol Police Physical Security Specialist (Programming) in Washington DC, District Of Columbia

Summary The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment. Responsibilities This position is located in the System Operations Section (SOS), Physical Security Division (PSD), Security Services Bureau (SSB), Office of the Assistant Chief of Police for Protective and Intelligence Operations, United States Capitol Police (USCP). Maintains and monitors the software programs for the complex alarm, access control and camera systems that are an integral part of computer-based electronic security systems used to supplement security, access to, and protection of Members of Congress, their staff, and visitors to the Capitol Complex. Develops and evaluates the security system infrastructure, and ensures that software programs governing the input and maintenance of databases for the protective security systems are current and effective. Reviews security designs, modifies software programs based on manufacturers' specifications, and implements systems enhancements. Analyzes and resolves operating problems involving software issues as reported by users. Considers and applies approved alternatives pertinent to the security requirements for highly specific situations, including such security areas as availability of materials, relationships with other protective programs, and cost/benefit considerations. Assists in conducting studies, research, or other assignments related to specific physical security professional program issues and activities. Teams with other data specialists, representing the organization or United States Capitol Police to furnish information present or defend organization or United States Capitol Police positions, and coordinate studies and conclusions. Participates in defining information technology (I/Τ) security requirements; assists in implementing and supporting ΙΤ security applications. Participates in identifying and writing specifications to meet ΙΤ security requirements at the application or network server level. Participates in drafting information systems security documentation, such as systems security plans, risk assessments, disaster recovery plans, business continuity plans, and user security guides. Assists in conducting studies, research, or other assignments related to specific data administration issues and activities. Provides support and assists in identifying and specifying customer business requirements for new or enhanced systems, and in developing basic system specifications. Assists applications developers in translating or mapping functional requirements to technical specifications. Participates in preparing system documentation. Assists in preparing test plans to ensure that implementation matches design plans. Provides support and assists in the initial testing of systems and programs. Performs acceptance, integration, and diagnostic tests. Reviews and analyzes test data, and helps to analyze system failures. Assists in troubleshooting design problems encountered during testing and implementation. Assists in demonstrating state-of-the-art technology systems and products to staff. Provides basic systems software training for individual users and small groups. Requirements Conditions of Employment You must be a U.S. Citizen. Successful completion of a Background Investigation is required. Must complete a one year probationary period. Qualifications In order to qualify, you must meet the education and/or experience requirements described below. For the CP-08/GS-10 level: Applicants must have at least one year of specialized experience equivalent to at least the CP-07/GS-09 grade level in the Federal Service. Specialized experience is defined as 1) monitoring the use of networks; 2) adjusting configurations, designing, and implementing logical system enhancements; 3) planning and coordinating the maintenance, upgrade, and support of servers; and 4) monitoring the performance of all types of electronic and physical security systems to ensure optimum performance. Criminal History Check -- Must successfully pass a comprehensive criminal history check of the past 10 years if offered employment. A criminal history check will be performed on applicants who accept an offer of employment. Credit Check -- Must successfully pass a credit check. Applicants must not be in default or delinquent on any Federal guaranteed student loans. Applicants must demonstrate a competent financial history. Financial delinquency including collection accounts, liens, repossessions, or garnishments may be a basis for disqualification. Selective Service Registration -- Male applicants must provide verification of registration with the Selective Service System or must verify exemption from the Selective Service System registration because of age or military status. Background Investigation -- Must successfully complete all components of the USCP full field background investigation. There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
