Federal Election Commission Data Disclosure Assistant in Washington DC, District Of Columbia

Summary The incumbent serves as a Data Disclosure Assistant responsible for the preparation of disclosure reports from Federal campaign finance committees and other filers for data capture to finalize the process and make the data available to the public, and for performing coding to input political committee disclosure data and other information into the Agency's database. This is a bargaining unit position. Responsibilities As the Data Disclosure Assistant in this position, you will: Assign FEC identification numbers and code based on committee designations and submit package to the data capture system for entry into the database. Identify and code and/or check the coding of pertinent itemized financial data contained in the disclosure documents utilizing the various data inquiry programs, indices and numerous data entry transaction codes. Respond to questions, data change requests, and resolve any discrepancies. Review and correct data related to the conversion of paper reports to electronic data via optical scanning of paper documents received by the Federal Election Commission. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the experience and/or education requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. You must have at least one full year of specialized experience. This must include activities such as: 1) preparing disclosure reports from Federal campaign finance committees and other filers for data capture to finalize the process and/or make the data available for the public; (2) performing coding to input political committee disclosure data and other information into the Agency's database; (3) providing recommendations on adoption of new software; and (4) communicating orally and in writing with a variety of individuals to solve problems related to the work and responding to coding questions. This experience must be comparable in scope and responsibility to the GS-07 level in the Federal service (obtained either in private or public sectors). TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 is required to meet the time-in-grade requirements for the GS-08 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). In addition, you must provide a cover letter describing your experience with the competencies identified below. Data Management - Collects, enters, updates or maintains data from a variety of sources; organizes and/or codes data. Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs, projects or reports for compliance with Federal laws, regulations, and guidance. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Writing - Uses correct English grammar, punctuation, and spelling to communicate thoughts, ideas, information, and messages in writing. Technology Application - Uses machines, tools, instruments, or equipment effectively; uses computers and computer applications to analyze and communicate information in the appropriate format. Part-time or unpaid experience: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Volunteer work experience: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education There is no required education or education substitution for this position.
