City of Warwick Pension Administrator in Warwick, Rhode Island

Summary Administers the Citys five pension plans servicing 1,100 Police, Fire and Municipal retirees receiving annual pension distributions of $53.8M. Trains, directs and reviews the work of staff assigned to pension and retiree benefits administration, manages all activity of the Municipal Retirement Board, and performs related duties. Duties and Responsibilities Plans, organizes, directs and reviews the activities of the Pension Office to ensure the Citys plans are managed with fidelity to applicable plan documents. Manages retirement program activities to include enrollment, eligibility, calculation of benefits, and other post-employment benefits options (OPEBs). Researches and interprets existing statutes, ordinances, collective bargaining agreements, and state and federal laws that apply to the pension plans, and to ensure compliance and maintain the qualified status of the plans. Confers with legal counsel to exchange information and acquire interpretations on matters pertinent to benefits. Trains and supervises staff responsible for managing the full range of pension and other post-employment benefits (OPEBs) available to City employees. Plans, organizes, directs and manages the Municipal Retirement Board agenda, meetings, and related activity, and ensures decisions of the Board are executed. Calculates the value of multiple retirement options based on sundry pension formulas - Firefighter, Police and Municipal - for all prospective retirees. Performs other tasks as required. Knowledge, Skills and Ability: Knowledge of database systems used manage defined benefits pension plans. Advanced knowledge of Excel or very similar spreadsheet software. Knowledge of math, and the ability to apply it to pension administration. Ability to operate human resource management systems (HRMS) to gather data and generate reports. Ability to read, comprehend and interpret dense, complex and arcane ordinances, laws and contracts. Education and Experience: Bachelor of art or science with a specialization in accounting, math, finance, or a related field, and a minimum of five years of professional experience in the field defined benefit pensions, actuarial services or a closely related profession; or a combination of substantially equivalent education and experience. Additional years of related experience may be substituted for the BA/BS.
