ASRC Federal Holding Company Senior Resource Analyst in Wallops Island, Virginia

ASRC Federal AFSS is a premier provider of systems engineering, software engineering, system integration and project management services for real-time, mission-critical defense systems. We are seeking a Senior Resource Analyst to support financial analysis and resource planning for human exploration and science missions on a NASA contract in Wallops, VA.

Summary:

Provides support for the Wallops Small Satellite & Special Projects Office (S3PO) - Code 850. Manage all aspects of the Heliophysics Strategic Technology Office (HESTO) grants system.

Responsibilities:

Core Responsibilities

  • The HESTO Program Specialist (PS) is responsible for overseeing Heliophysics Division (HPD) Technology Program grant funding for all Heliophysics Strategic Technology Office (HESTO) managed projects. This primarily involves:

  • Financial actions related to Grants, Cooperative Agreements, Inter Agency Transfers (IATs), and Research and Technology Operating Plans (RTOPs).

  • Serving as the primary point of contact to the NASA Heliophysics Division (HPD) stakeholders and projects regarding grant funding management within HESTO.

  • Interfacing with the S3PO Program Specialist, project Principal Investigators, the NASA Shared Services Center (NSSC), NASA Resource Analyst, and HQ Inter-Agency Agreements office to perform grant management duties.

Grants Management Support

  • Work with NASA HQ RAPTOR systems to process and track grants, and perform cost analysis of the grants.

  • Ensure grant related property questions and issues are resolved, grant documentation revisions are accurate/correct, and grant technical evaluation documentation are processed.

  • Review grant yearly and final report submissions, and participate in quarterly reviews to assess current budget status.

  • Participate in project reviews with Principal Investigators and supports reports HESTO project financial status on a quarterly basis.

  • Knowledgeable of NASA’s Grant and Cooperative Agreement Manual (GCAM) policies and procedures.

  • Execute established processes of the Small Satellite and Special Projects Office (S3PO).

Financial Management Support

  • Track project quarterly reports to assess current budget status.

  • Notify projects with high un-costed funds and review submitted burn-down plans.

  • Assist projects with addressing issues associated with receiving funds or changes to their project.

  • Provide assessments and forecasting to HPD for budget planning and re-alignment actions. Track status related to financial actions associated with Grants, Cooperative Agreements, IATS, RTOPS, and other mechanisms used to fund HESTO projects.

  • Utilize necessary financial systems such as RAPTOR, BOBJ, SAP, and Funds Control to regularly assess project funding disbursement and expenditure.

  • Serve as the primary point of contact with the NASA Shared Services Center (NSSC) to receive updates and resolve issues.

  • Review project quarterly reports to assess current budget status.

  • Participate in project reviews with Principal Investigators and support HESTO project financial status reports on a quarterly basis.

  • Track project period of performance and notify projects to submit yearly reports

  • Notify projects with high un-costed funds and reviews provided burn-down plans

  • Assist projects with addressing issues associated with receiving funds or changes to their project.

  • Coordinate with the S3PO Resources Administrator to ensure all HESTO Procurement Requests are processed in a timely manner.

  • Provide assessments and forecasting to HPD for budget planning and re-alignment actions.

  • Knowledgeable of NASA’s Grant and Cooperative Agreement Manual (GCAM) policies and procedures.

  • Attend regularly scheduled meetings with HPD stakeholders and be responsive to requests for additional meetings.

  • Responsible for addressing SMD financial data calls and manages a database of project financial information.

  • Serve as a HESTO representative in HPD financial meetings.

  • Responsive to S3PO management status requests to support weekly, bi-weekly, and monthly reporting actions.

Planning and Scheduling

  • Work with NSPIRES contractors and others to ensure Technical Requirements Packages (TRP) are available a timely manner and then stored in S3PO database systems.

  • Assist with data entry, maintenance and upkeep, and status reporting using the Code 850 portfolio management application system and stay current on training for use of 850 portfolio management systems.

  • Knowledgeable of NASA’s Grant and Cooperative Agreement Manual (GCAM) policies and procedures.

  • Coordinate/monitor HESTO business schedules, including staff and program meetings.

Documentation Management

  • The PS is responsible for addressing SMD financial data calls and manages a database of project financial information.

  • Maintaining Budget spreadsheets of total award, uncosted burn down plans.

  • Tracks status related to financial actions associated with Grants, Cooperative Agreements, IATS, RTOPS, and other mechanisms used to fund HESTO projects.

Requirements :

  • Proficiency in standard office products is required including office suite desktop applications such as Microsoft Outlook®, Word®, Excel®, and PowerPoint®.

  • Proficiency with spreadsheet documentation development and cost analysis.

  • Demonstrated experience with NASA financial systems such as RAPTOR, BOBJ, SAP, and Funds Control.

  • Proficiency with common Web browsers such as Internet Explorer, Firefox, Chrome, Safari, etc.

  • Responsive: Ability to quickly act to changing environments and communicate a clear direction to employees and customers with urgency.

  • A strong ability to make sound decisions quickly utilizing analysis, experience, and judgment.

  • Ability to learn quickly and think critically to create innovative solutions for customer and employee needs.

  • Outstanding proactive customer service with strong problem-solving skills and the ability to anticipate customer needs by recognizing areas of opportunity and quickly provide solutions.

  • Individual must meet government NAC and citizenship/permanent residency requirements for access to NASA GSFC. Extensive background investigation will be performed as a requirement of the job.

Education and Experience:

  • Bachelor’s Degree in a related discipline and five years of relevant work experience, or seven to eight years of experience in lieu of degree.
