U.S. Army Corps of Engineers SAFETY AND OCCUPATIONAL HEALTH SPECIALIST in Walla Walla, Washington

Summary About the Position: The Walla Walla District US Army Corps of Engineers is comprised of motivated and talented employees providing the very best engineering services for communities in the Pacific Northwest. The District helps manage local water resources for navigation, flood damage reduction, disaster assistance, hydroelectric power generation, and other natural and heritage areas. Responsibilities Advising the Chief, Safety and Occupational Health Manager Program for Walla Walla District. Manages selected portions of the Districts Safety and Occupational Health Program. Develops and maintained Standard Operating Procedures specific to Safety and Occupational Health responsibilities. Evaluates construction plans, designs and specifications. Reviews Accident Prevention Plans and Activity Hazard Analysis and Position Hazard Analysis t determine acceptability. Serves and Competent Person for Fall Protection for Walla Walla District. Prepares Command and staff slides and submits them within designated timelines. Conducting mishap investigations, reviewing accident reports and tracking/trending safety metrics. Auditing worksite safety programs, evaluate effectiveness, identify gaps, report/communicate findings to senior leadership Conducting worksite inspections through identification of hazards, developing controls to mitigate hazards, and assisting project personnel with implementation of the controls. Develops and provides Safety related training including but not limited to supervisor safety training, safety management training, new employee training, safety forms training. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes (1) conducting safety and occupational health inspections or identifying and correcting hazards in an industrial workplace, (2) applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements and (3) implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Compliance Inspection Mishap/Accident Investigation Oral Communication Safety and Health Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
