This position serves as the Assistant Director of the Oversize/Overweight Permit Unit. As Assistant Director this position plans, directs and manages the daily operations of the Permit Unit to ensure services are provided and permits are issued in accordance with North Carolina General Statutes and Administrative Code. The Assistant Director manages and adjusts personnel assignments, composes job duties and responsibilities for all employees and monitors the workflow. This employee is responsible for the development and revision to all manuals and publications for the Permit Unit. The Assistant Director jointly conducts interviews and makes employee selection with the Director. This employee is responsible for completing performance reviews and counseling employees in accordance with the Department's disciplinary action policy. The Assistant Director serves as immediate supervisor to the four Squad Leaders and Administrative Specialist I. Changes in policy and/or procedures are put in place by the Director and Assistant Director and communicated to this staff.
This position initiates bridge management and pavement management studies for super load loads, which are an exception to routine super load permits. This employee is responsible for the development and revision to all manuals and publications for the Permit Unit. The Assistant Director jointly conducts interviews and makes employees election with the Director. This employee is responsible for completing performance reviews and counseling employees in accordance with the Department’s disciplinary action policy.
This position is the System Administrator for the Automated Routing & Permitting System (ARPS). Responsible for submitting change requests and trouble reports to Bentley Transportation for any system problems. Upon receiving any updated software version(s), this employee must conduct regression testing of the system. This person must ensure all updated versions of software received are loaded on all personal computers using ARPS. Responsible for troubleshooting with system users, both internal and external, to correct problems and downtime experienced. Responsible for testing new phases of the system, such as routing, prior to implementation. Must provide input for modification to ensure software meets the requirements of the Permit Unit.

Minimum Education and Experience Requirements

Bachelor’s degree from an appropriately accredited institution and five (5) years of experience related to the area of assignment; or an equivalent combination of training and experience.
