Description of Work

This position is assigned to the Materials and Tests Unit which has the responsibility of establishing acceptance criteria for materials and manufactured products to be incorporated into the North Carolina Highway System and ensuring that these materials and manufactured products meet these criteria and function as intended.

This position is assigned to the Field Operations Section of the Materials and Tests Unit, and reports to and assists the Field Services Engineer in the daily administrative duties of the Materials and Tests Unit’s Field Operations Section.

The primary purpose of this position is to provide office management, administrative assistance, and secretarial support to the Field Operations Section. The employee in this position must prioritize work, be available to assist all Field Section personnel for any task needed, and independently perform as many details as possible to assist in carrying out the responsibilities and relieve the Field Services Engineer of the operational details of office management functions

Key functions of this position are performing and coordinating technical and administrative support. This support includes the process of; scanning, emailing, copying, sorting, data processing, distribution of letters, and maintaining records/data in the Unit’s Shared Drive as well as the Department’s HiCAMS/Vendor System for various purposes. Similar support responsibilities are required within the Departments CVENT third party software application. Over 5000 registrants request one or multiple seats at one of our 220+ certification courses that are held annually by the Materials and Tests Unit. This position works with a team of 2 other individuals to handle, coordinate, and process each of those registrations. This requires a tremendous amount of organizational and communication skills. This position is also trusted with confidential information related to registrants’ backgrounds, etc. This position aids in contract management of private facilities such as hotels and other venues used to host the certification courses. This position will aid in generating purchase orders, requesting necessary funding, monitoring unit funds and expenditures, and insuring timely and accurate payments and invoice processing.

The employee in this position provides program support; therefore, they must possess a working knowledge of DOT’s organizational structure, functions, programs, policies and procedures. The employee must also have a good knowledge of standard office procedures and practices and be able to work with NCDOT employees not just the Materials and Tests Unit’s staff. The employee must be able to accurately type at an average rate of speed and possess competent letter and report composition skills; therefore, a considerable knowledge of grammar, spelling, punctuation, and computer skills are needed. The knowledge and efficient use of a computer and knowledge of NCDOT-provided computer software packages, including email, MS Office Suite, HiCAMS, and QAP are required. The employee must be able to answer questions intelligently, portray a courteous and professional attitude, and be able to communicate information clearly to a broad range of customers. Judgement must be used in handling situations. It is critical to the carrying out of this organization’s program responsibilities that the employee maintains an excellent working relationship with both internal and external personnel.

Minimum Education and Experience Requirements

High school diploma or General Educational Development (GED) diploma and two years of related administrative experience; or equivalent combination of education and experience.
