Job Title: Data Analyst

Primary Location: Washington, DC

Clearance: Public Trust (US Citizen)

Job Responsibilities:

  • Data Analysis and Workforce Reporting

  • Respond to current and future HR management needs throughout the organization.

  • Gather requirements for subject processes and develop policies and guidelines to implement system solutions or improvements to complex HR issues.

  • Develop, design, test, integrate, implement, and maintain proposed system improvements and enhancements.

  • Analyze conflicting or “dirty” data to determine the best methodology for performing subsequent data cleanup of the FTC personnel and payroll system.

  • Support resolution of technical issues experienced by FTC staff when using HR systems.

  • Develop, interpret, and analyze data extracts and reports from HR databases.

  • Develop efficient and effective approaches for presenting HR reports and graphics for management, including budget, Full-Time Equivalent (FTE) allocation, human capital investment, diversity, and other metrics.

  • Integrate various data repositories to provide enhanced data analytics leveraging a variety of FTC systems.

  • Support FTC’s Office of Equal Employment Opportunity and Workforce Inclusion (EEOWI) by providing reporting and analysis of demographic data.

  • Human Capital Data Analysis

  • Using extensive understanding of the use of HC data in the management of organizations, the incumbent responds to current or anticipated needs of client managers as well as senior OED and Commission staff to develop, analyze, and present workforce information on a variety of subjects.

  • Provide analysis of the workforce and present series of graphic representations of the total Commission, reflecting budget, Full Time Equivalent (FTE) allocation, human capital investment, diversity and other metrics for briefings, to top level Executive or Legislative Branch staff.

  • Develop an analysis of the potential impact of budget/FTE reductions or increases, or cost of proposed management changes impacting large segments of the FTC workforce.

  • Provide an assessment of the need for recurring standardized reports for use by FTC managers involving the use of human resource data.

  • Enhance the automation of systems and reports and support advanced workforce analytics.

  • Support the Federal Employee Viewpoint Survey lead in the design of audience survey requirements and subsequent data analysis of results.

  • HCMO Data Quality

  • Use a variety of software systems and agency sources to evaluate the quality of human resource data maintained by the HCMO.

  • Develop automated reports that compare relationships of data in employee records to identify transaction input errors.

  • Utilize data analysis tools to identify errors in HR systems for correction.

  • Human Capital Database and Application Systems Development or Acquisition

  • Be the resource to the HCIS Director for FTC automated human resources systems.

  • Provide proposed changes to personnel automated processes, procedures, databases, and software to meet modified or new requirements.

  • Provide recommendations concerning existing automated systems, analyze requirements and presents analysis and options for obtaining systems to meet FTC needs.

  • Gather and coordinate end user input and interfaces (partnering with the Office of Chief Information Officer (OCIO) system developers and contractors.

  • Establish and maintain contacts for information sharing, making recommendations for courses of action within identified options.

  • Provide status reports to the CHCO and OED Management.

  • Standard and Customized Reports (Daily, Weekly, Monthly, or As Requested)

  • Create data files in the required format, such as csv or xlsx, as data export types.

  • Create FTE and Workforce monthly reports.

  • Utilize Power BI (business intelligence and data visualization) – Microsoft through OCIO.

  • Utilize ServiceNow HRSD (service portal for Personnel Security and HR requests) – ServiceNow through FTC OCIO.

  • Create workforce analytics dashboards to be shared within the FTC.

  • Provide reporting from webTA (employee electronic timesheets) – Interior Business Center (IBC).

  • Utilize WTTS (Workforce Transformation Tracking System) – IBC.

  • Utilize EODS (electronic Entrance On Duty System) – IBC.

  • Utilize OAS (Oracle Analytics Server) – IBC.

  • Utilize USA Performance (electronic performance management system) – OPM.

  • Utilize USA Staffing (electronic hiring and recruitment system) – OPM through IBC.

  • Utilize FHR Navigator (retirement calculator and estimates) – EconSys.

    Required Qualifications:

  • Knowledge of business and management principles involved in resource allocation, human resources modeling, leadership techniques, and coordination of resources.

  • Knowledge of electronic equipment and computer hardware and software, including data system applications.

  • Knowledge of principles and processes for providing data analysis.

  • Comprehensive understanding of the human resources system databases currently in use at the FTC, with knowledge of federal HR regulations, and knowledge of the inter- relationship in personnel data files.

  • Understand the cultural climate, the management style, and the mission of the FTC and the capability to make use of a variety of software to “automate” recurring reports furnished by the Commission to regulating agencies.

  • At least twelve months (12) experience in federal sector data analysis.

  • Ability to produce timely submissions with a ready understanding of FTC systems shall ensure greater and quicker success in achieving more streamlined and efficient HC system data quality control measures.

  • Contractor personnel shall have:

  • Bachelor’s degree from an accredited university or college in either an IT field, Mathematics, Economics, or Statistics.

  • Five (5) years’ work experience as a data analyst or in a related field.

  • Five (5) years’ work experience handling large data sets and relational databases.

  • Five (5) years’ work experience constructing queries, report writing, and presenting findings.
