Summary About the Position: Provides leadership and expertise for Outside the Continental United States (OCONUS) High-Resolution 3-Dimensional (HR3D) Mission for the US Army Geospatial Center. Position may be filled as a term appointment NTE 13 months. If the candidate is not a current permanent Army employee, Term appointments may be extended up to a maximum of eight years. This position may be permanent with further competition. Responsibilities Participate in collecting terrain imagery, geospatial and technical information in OCONUS locations. Manage a team of contractors for daily operations overseas in conduct of primary mission. Coordinate and schedule Aircraft Operations to include obtaining, required permissions and airspace coordination for all operations. Knowledge of and able to coordinate with US Military, Government Agencies and Host Nation(s) for the use of HR3D Data and products. Provide technical assistance to US Military, US Government, Coalition Partners and Host Nation on all matters related to the mission. Utilize geospatial information systems, GIS software tools and GEIOINT applications in analyzing products collected. Work with terrain and mapping applications. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position Basic Requirements: A full 4-year course of study that meets all the requirements for a bachelor's degree with major study in Technical Information. or Four years of experience that provided a knowledge of the basic principles, theories, practices, techniques, and terminology of a discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field; and where appropriate, ability to read and comprehend nontechnical material in one or more foreign languages. Such experience must have been equivalent to that which would have been gained through a 4-year college curriculum. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: To qualify based on your experience, your resume must describe at least one year of specialized experience, which prepares you for the job, which includes participate in collecting terrain, imagery, geospatial and technical information; work with a team of Government and/or contractors for daily operations, overseeing the conduct of primary missions; plan, coordinate, and schedule Aircraft Operations to include obtaining required permissions and airspace coordination, for all operations and prioritize processing tasks of collected geospatial data; liaise with Combatant Commands Collection Mangers; coordinate with US Military, Government Agencies and Host Nation(s) for the use of High Resolution 3-Ddimentional (HR3D) Data and products; provide technical assistance and briefings to US Military, US Government, Coalition Partners and Host Nation partners on all matters related to the mission; utilize geospatial information systems (GIS), GIS software tools and Geospatial Intelligence (GEIOINT) applications in analyzing products collected, presenting them and providing tutorials on the use of the tools and products in Operational and Humanitarian Assistance Disaster Relief (HADR) environments. You will be evaluated on the basis of your level of competency in the following areas: Data Collection and Analysis Data Systems and Management Research Technical Competence Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
