Department Of Energy Supervisory Program Analyst in United States
Summary This position is part of the Office of the Chief Financial Officer, Department of Energy. As a Supervisory Program Analyst, you will direct preparation of special analyses, projections, and responses to specific written and verbal requests from Congressional Committees, the Office of Management and Budget (OMB), other Federal agencies, and the general public. Responsibilities As a Supervisory Program Analyst, you will: Develops and maintains the Department's approved budget structure and financial controls used by various organizational components during the preparation and presentation of the budget to Office of Management and Budget (OMB) and Congress. Coordinates the development and maintenance of detailed Department-wide statistical data used by top Departmental management, OMB, and Congress in the decision-making process. Develops detailed Departmental policies, procedures, and guidelines to be used by various components within Department of Energy (DOE) under annual, multi-year, and no-year appropriations Evaluates the effectiveness of operations supervised in terms of mission accomplishment, quality, and quantity standards; procedural, policy, and regulatory compliance; and technical competence. Provides guidance and assistance to subordinate employees; and reviews, edits, and modifies, as necessary, all draft documents and materials. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service. Specialized experience for this position is defined as meeting 3 of Total 4 of the following: Developing and defending approved budget structure and financial controls. Advising and assisting all phases of appropriated budgeting. Leading the preparation of specialized analyses, projections, and responses to requests. Monitoring progress and adjusting strategies as necessary to ensure execution and successful completion of strategic goals and initiatives. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
