Naval Supply Systems Command SUPERVISORY PROCUREMENT ANALYST in United States

Summary You will serve as a Supervisory Procurement Analyst in the Contracting Department of NAVSUP WEAPON SYSTEMS SUPPORT. This position is for one vacancy which can be recruited for at either location (Philadelphia or Mechanicsburg). Responsibilities You will serve as the senior Procurement Analyst responsible to develop acceptable and applicable contractual policy and procedures related to all NAVSUP WSS acquisitions. You will m makes decisions/recommendations on the interpretation and content of Federal, DoD, and Navy policy concerning the management and development of long-range and interrelated acquisition processes. You will have knowledge of contracting regulations, laws and procedures, particularly as they relate to the negotiated method of the procurement. You will have knowledge of negotiation authorities and techniques, contract types, cost and price analysis, negotiated overhead rates, economic price adjustment considerations, and Government Furnished Property procedures. You will have knowledge of industrial production methods and commercial merchandising practices in order to plan and carry- long term pre-award and/ or post award procurement actions. You will have knowledge of acquisition automation systems, commercial Electronic Data exchange systems and electronic Imaging equipment to process and carry out various actions and processes throughout the full contracting and procurement Lifecyle. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector applying mastery knowledge of federal procurement regulations and acquisition policies and principles sufficient to plan, analyze, or evaluate a wide variety of issues to formulate policy or procedural solutions to problems and provide guidance. Specialized experience must demonstrate the following: 1) Knowledge of a wide variety of contracting methods and contract types, pre-award, post-award and/or contract price/cost analysis techniques and ability to interpret and implement contract policy; 2) Assist in the planning, execution, and administration of a wide range of contracts to satisfy procurement requirements and solve a variety of support issues for various types of equipment/programs at different stages in the acquisition lifecycle. 3) Evaluate the reasonableness of the contractor's proposed cost/price for use in preparing for complex negotiations; 4) Maintaining continuous reviews for the adequacy of performance of the contracting functions to ensure timely and economical acquisition of material and services; and 5) Experience performing leadership functions such as assigning and reviewing work of subordinates and provide training as needed. Education Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
