U.S. Army Corps of Engineers Supervisory Procurement Analyst in United States

Summary About the Position: This position is located within the US Army Corps of Engineers, Great Lakes and Ohio River Division (LRD), Regional Business Oversight Branch (RBOB), where you will perform acquisition document reviews involving major contracting elements of LRD to increase competitive procurement, contracting effectiveness, economic logistic support, and efficient management. Responsibilities Supervise employees within an acquisition workforce, planning work to be accomplished and setting and adjusting priorities, and preparing and overseeing schedules for completion of work. Advise higher headquarters and staff on complex contract types, appropriate contract type, authorizations and approval requirements and other questions requiring position statements for the head of the contracting activity. Develop and deliver training for a specific need(s) and/or corrective action(s). Communicate to the team the assignment, project, actionable events, milestones, and/or program issues under review, and deadlines for completion. Manage the team in identifying, distributing and balancing workload and tasks among employees. Train or arrange for the training of team members in methods and techniques of working in teams to accomplish tasks or projects. Participate on various panels for high visibility and complex procurements to ensure results are in full compliance with all solicitation and evaluation procedures and processes. Perform acquisition document reviews for all mega projects and complex actions, which involve the major contracting elements of LRD. Basic Requirement for Supervisory Procurement Analyst: A Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes contracting and procurement work in accordance with Federal Acquisition Regulations (FAR) contracting processes such as procuring a wide variety products and services; administering terms and conditions of contracts; negotiating and awarding contracts and contract modifications; performing price/cost analysis; developing and recommending acquisition planning, policies and/or procedures, utilization of contracting data systems and procurement analysis. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Contract Performance Management Problem Solving Procurement Analysis Strategic Planning Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
