Veterans Benefits Administration Supervisory Management & Program Analyst in United States

Summary Serves as a Supervisory Management and Program Analyst for the Office of Administrative Review (OAR) Training Team. This position is located in the Veterans Benefits Administration (VBA), (OAR) and reports to the Assistant Director of the Quality and Training division. Responsibilities Specific duties include: Supervises and directs work to a team of analysts, who perform a variety of analytical, planning, and advisory work. The function of the division is to provide programmatic oversight within OAR and of the Decision Review Operations Centers (DROC). Provides leadership in implementing processes and procedures and in monitoring the effectiveness, efficiency, and productivity of the VBA appeals program and the quality of service provided to customers. Conducts program reviews and evaluations of programs policy and procedures; initiates actions to maintain effectiveness, efficiency, and promote continuous improvement in the program. The division also provides guidance, instruction and other validations to ensure the reliability of performance and the operations of DROCs. The staff prepares appropriate reports, responses, proposals, and guidelines when problems are identified to assist with their corrections. Plans, programs, coordinates, supervise, manages, directs and reviews all activities for assigned area of responsibility. Provides advice and guidance to subordinate employees on both assignments and administrative matters, reviews completed work, develops performance standards, evaluates performance, makes recommendations concerning promotions, within grade increases, performance awards, adverse/disciplinary actions, selections of qualified candidates for positions, listens to grievances and resolves minor employee complaints, implements procedures to enhance the effectiveness of the staff. Sets performance standards and appraises work of employees. Identifies developmental and training needs of employees; provide and/or arrange for needed development and training. Makes decisions on the training needs and requests of subordinates. Hears and resolves employee complaints and refers more serious grievances to higher authority with recommendations for resolution. Directs long and short-range research and studies program activities within OAR to support the organization's business goals and objectives. Gathers relevant data, analyzes it critically, and makes recommendations based on findings using available information resources such as internet tools, manuals, and other reference material. Manages multiple projects or programs concurrently where effort involves coordination among multiple resources, other divisions, or agents outside of the organization. Manages issues of both sensitive or of a high-profile nature while advising leadership on the national or local impact of changes in process, protocol, or legal statues, which may impact or shapes the future direction of the organization. Oversees the preparation and on occasion gives oral presentations to various audiences within OAR, VBA senior management, department level executives, and outside agencies. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-14 position you must have served 52 weeks at the GS-13 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-14 Grade Level: Specialized Experience: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualifying for this position your experience must include: Experience that demonstrated management/leadership experience such as applying management techniques, methods, theories, principles, or labor relations concepts for the accomplishment of all program objectives with combined technical and administrative oversight. This experience may have been gained through work experience as a project/program manager, team lead or project/program lead, technical advisor, or senior specialist/analyst that included managing resources, providing support to managers, mentoring team members, providing day to day guidance training and/or oversight of peers or others. Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled. Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers. Education Substitution: There is no education substitution at the GS 14 level. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: Work is primarily sedentary but involves use of a personal computer so a degree of manual dexterity and visual acuity sufficient to use these tools is required. Occasional standing, bending, walking, and stooping are also necessary. Some slight physical effort is required in that incumbent lifts and carries reference books, files, and similar items.
