Environmental Protection Agency Supervisory Management and Program Analyst in United States

Summary We are an independent office within the EPA that helps the agency protect the environment in a more efficient and cost-effective manner. We perform audits, evaluations, inspections, and investigations of the EPA to promote economy and efficiency and to prevent and detect fraud, waste and abuse. We strive to provide solutions to problems that ultimately result in making America cleaner and healthier. Responsibilities This position is located in the EPA OIG, Office of Special Review and Evaluation, Programs, Offices, and Centers Oversight Directorate. The Office of Special Review and Evaluation focuses on oversight of programs, offices, and centers, evaluating whether and how they are effectively and efficiently meeting legal, regulatory, congressional, and public requirements and expectation as well as how the EPA implements, executes, and enforces new and existing requirements and on the extent to which stakeholders can rely on those requirements. The office conducts administrative investigations of allegations of misconduct by senior agency employees and complaints of whistleblower reprisal by agency employees, or employees of agency contractors, subcontractors, grantees, subgrantees or personal services contractors. The office also performs special reviews of significant events and emergent issues of concern that involve a suspected or alleged violation of law, regulation, or policy, or allegations of serious mismanagement. Responsibilities The ideal candidate will perform the following duties: Leads complex evaluations of programs using advanced analytical methods to identify areas of improvement in economy, efficiency, and effectiveness that can be made in agency statutes, regulations, guidance, policies, procedures, or practices; Supervises, inspires, motivates and coaches team members on practices and procedures within their assigned area; Serves as a senior-level technical resource to provide guidance and consultation to evaluation policy and procedures within their assigned areas; Writes reports that are complex or address sensitive subject matter; and Assesses and rates staff performance. Requirements Conditions of Employment You must be a U.S. citizen. Background Investigation Required. This is a Public Trust Position. Employment in this position requires a background investigation. The selectee will be required to complete a Personal Identity Verification (PIV) process that requires two forms of identification from the I-9 Form. Depending on your status, this position may require serving a 1-year supervisory probationary period. Qualifications All applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level (GS-13 or equivalent band) in the Federal Service. Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Qualifying specialized experience must demonstrate the following: GS-14: 1) Conducting evaluation assignments designed to improve efficiency, effectiveness and economy of programs operated by federal and state environmental organizations; 2) Leading teams in planning, conducting, and reporting on complex performance evaluations of programs, functions, and operations; 3) Providing senior-level technical guidance and consultation to evaluation policy and procedures with their assigned area; 4) Reviewing and approving final reports, recommendations, evaluation findings; AND 5) Coaching and developing staff and/or peers.
