Responsibilities If selected for this position, you will serve as a Supervisory Management Analyst directing staff within the Strategic Workforce Analytics and Engagement Branch (SWAE), Workforce Planning and Analytics Section (WPAS), perform the following types of duties: Lead OHR's Workforce Analytics team, driving data-driven decision-making through comprehensive dashboard development and sophisticated ad hoc reporting across the organization. Provide strategic leadership to a multidisciplinary team of Management Analysts and Statisticians, fostering innovation in workforce intelligence and analytics. Develop forward-looking workforce strategies by analyzing complex HR data, identifying emerging trends, and proactively addressing organizational challenges. Offer consultative services to Institute and Center (IC) leadership, supporting critical workforce initiatives including succession planning, employee retention and engagement strategies, organizational effectiveness assessments, and comprehensive HR data analysis. Collaborate with senior NIH leadership to design and implement strategic workforce planning approaches that anticipate future organizational needs. Design and execute innovative communication and reporting strategies to effectively translate complex workforce data into actionable insights for leadership. Requirements Conditions of Employment Qualifications To qualify for this position as Supervisory Management Analyst at the GS-14 level you must demonstrate in your resume at least 1 year of specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Leading studies employing qualitative (e.g., focus groups, individual interviews, observations) and quantitative (e.g., surveys, workforce analyses, cost-benefit analyses, feasibility studies) assessment methods to evaluate the effectiveness of policies and procedures related to the management and administration of information systems, human capital planning, and workforce planning; designing performing analytical studies related to management operating procedures, workforce needs, workplace climate, and organizational productivity; develop and implement administrative standard operating procedures for workforce planning and analytics programs; collaborate with statisticians and computer programmers on workforce analytics dashboards and other visualizations; and, serving as the advisor to organizational leadership on findings, recommendations, and implementation plans for improvements to workforce planning and analytics policy and programs.
