Summary This position is located within the IT Security Office (ITSO) of the Department of Technology Services (DTS). The incumbent will lead the Security Mission Integration (SMI) Division, Data Analytics Branch (DAB) and will be responsible for providing data analytic support to ITSO customers, ensuring data quality, and developing the security data science program to meet ITSO's requirements. Responsibilities The incumbent is a recognized IT security expert within the judiciary with a strong background in cybersecurity, data analytics, and data standards with a proven record of successfully deploying solutions to improve organizational cybersecurity. The incumbent will perform various duties under the direction and guidance of the Chief, Security Mission Integration (SMI) Division. The incumbent will serve as the Data Analytics Branch Chief and is responsible for ensuring the effective governance of judiciary security data. The candidate will be responsible for creating and maintaining data standards, determining privacy requirements, and using advanced data analytics to highlight areas of cyber security risk for the judiciary. Duties include, but are not limited to the following: Leading the Data Analytics Branch by providing oversight for all federal and contractor staff in meeting the branch's mission and responsibilities. Planning and developing the Data Analytics Branch budget for personnel, training, and systems to support the SMI and ITSO submissions to the Judiciary Information Technology Fund (JITF). Ensuring high levels of customer satisfaction for all supported programs. Developing key performance metrics to demonstrate ITSO's operational effectiveness and efficiency. Developing and maintaining standards that describe the format, characteristics, and requirements for all event logging within the judiciary. Developing operational models and techniques to continually validate existing data standards and identify any data that deviates from the model. Developing machine learning models that analyze expected network and user behavior to identify any deviations and highlight areas of risk. Conducting analysis of data to determine sensitivity levels and develop a program of providing data privacy by masking sensitive personal data that is stored in national systems. Developing methodologies for automatically mapping existing event logs to the Judiciary Information Security Framework (JISF) for automated governance reports. Maintaining branch procedures for daily tasks to ensure compliance with appropriate judiciary policies. Conducting annual gap analysis to determine how to optimize the security analytics program. Leveraging experience with big data analytics to provide recommendations for Risk Based Alerting (RBA) for detecting Advanced Persistent Threats (APT). Providing weekly activity reports for all branch personnel that highlight ongoing operational improvements. Serving as a subject matter expert on cyber security as it applies to machine learning, artificial intelligence, data analytics and privacy. Advising and consulting with stakeholders on the appropriate application of security practices and existing security services to solve problems or enable new security opportunities. Developing and optimizing workflows to support other ITSO customers. Creating documentation related to data standards, data analytics, privacy and supply chain risks as required. Providing subject matter expertise on judiciary security policies to support ITSO and court customers. Serving as a Contract Officer Representative (COR) for DAB systems. Qualifications Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in ALL of the following: Leading a team conducting cybersecurity data analytics; Building a cybersecurity analytics program that integrates large data sets (100+ Terabytes); and Excellent analytical, mathematical, and problem-solving abilities. Desired, but not required: Bachelor of Science degree in Computer Science, Mathematics, Engineering or Data Science or other STEM degree. Master's degree in disciplines relevant to data analytics or cyber security or other STEM degree. Applicants with one or more of the following certifications are desired: Certified Analytics Professional (CAP) Microsoft Certified Data Analyst Cloudera Certified Associate Analyst Other advanced technology-agnostic cyber security certification from ISC2, ISACA, EC-Council or SANS Splunk Power User Certification Splunk Developer Certification Education This position does not require education to qualify.
