Summary This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Clinical Standards and Quality, Division of Digital Quality Measurement (DDQM) . As a Supervisory Health Insurance Specialist, GS-0107-15, you will provide leadership and coordination with CMS components, the medical community and outside organizations to measure and improve the quality of care for national projects, quality reporting and value-based programs. Responsibilities Provides technical authoritative guidance for ongoing operations of the activities necessary to develop, implement, and maintain digital quality measures and eCQMs that are used in CMS quality programs. Serves as an advisor to the Center/Group Director and executives of various CMS components in the preparation of short-, intermediate-, and long-range plans for the improvement of CMS programs. Develops and directs a strategy that maintains legislative integrity and meets CMS program priorities for the Agency by providing leadership and coordination along with CMS components and the healthcare community. Analyzes and evaluates legislative mandates and departmental and Agency priorities to ensure harmony with CMS and CCSQ priorities. Coordinates with the CMS Center for Medicare (CM) on issuing program guidance through the notice and comment rulemaking process, including QMVIG’s involvement in the annual fee-for- service payment regulation cycle. Advises leadership to ensure the accomplishment of agency goals to promote interoperability and objectives of the ongoing regulations. In order to qualify for the GS-15 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government service to include: (1) Supervising or leading the development and maintenance of digital and electronic clinical quality measures; (2) Coordinating digital or electronic quality measurement issues with stakeholders, public groups, or private sector groups; and (3) Supervising or leading work performed by subordinate staff. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying. Supervisory positions must report a minimum 2 times per week and non-Supervisory positions must report a minimum of 2 times per pay period.
