Agricultural Research Service Supervisory Financial Program Manager (Deputy Director) in United States
Summary This position is located in the United States Departments of Agriculture, Agricultural Research Service, Financial Management and Agreements Division, Office of the Chief Financial Officer in Beltsville, MD. The incumbent will provide optimum delivery of financial management services and management of extramural agreemennt programs within the REE agencies, selected programs of other USDA agencies and programs of agencies outside USDA. Responsibilities Provides leadership to the Financial Management and Agreements Division for matters relating to financial policy, external regulatory management, financial reporting and budget and planning policies. Advises the Administrators of the serviced REE agencies and provides national leadership in the development and implementation of policies and procedures. Participates with REE program managers on administrative matters relating to financial/agreement management including goals, policies, procedures, priorities, and planning. Coordinates he development, maintenance, and operation of the Annual Resource Management Plan process Provides guidance for the implementation of all/any new system requirements. Represents REE on Departmental and Government-wide fiscal committees, task forces, and special work groups. Conducts independent assessments, analyses and special studies of national importance that require financial management, budgeting, and planning experience. Provides policies, procedures, technical advice for foreign and domestic travel, relocation, and transportation. Provides guidance and policies for the new conference reporting requirements. Serves as liaison between service program offices and external offices. Performs analyses of travel operations to assure efficient use of Agency resources. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, 12/02/2024, including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current Federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. GS-15: The specialized experience requirements for this position are: Qualifying experience for GS-15 includes one year of specialized experience comparable to GS-14 which is knowledge of work involved in fiscal, financial management, accounting and budgetary activities in order to oversee a wide variety of difficult assignments involving interfacing between and among programs, systems, functions, policies and various issues involved in the provided financial management services. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This position does not have an education qualification requirement. FINANCIAL DISCLOSURE REQUIREMENT: If selected, you will be required to submit Form OGE-450 within 30 days of your initial appointment date, and annually thereafter. Selectee must be able to obtain and maintain a security clearance. If selected you will be subject to a National Agency Check and Inquiry (NACI) and a credit report. This is a Testing Designated Position (TDP). Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.
