Bureau of Reclamation Supervisory Engineering Technician (Materials) in United States

Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Supervisory Engineering Technician (Materials). Duty Location: Folsom, California, Santa Nella, California, and Willows, California Responsibilities The primary duties of this position are: Serves as first line supervisor. Identifies priorities and reviews, monitors, coordinates, and assesses work assignments of staff. Plans, organizes, and conducts materials investigation and testing programs as the technical expert and authority on matters of construction materials. Collaborates directly with Project, Regional, and Denver Office engineers, designers, and geologists in resolving issues and verifying engineering decisions. Plans, organizes, directs, and conducts all earth and concrete control testing, inspection of pipe manufacturing, and laboratory activities. Arranges for the establishment of field laboratories at various remote locations to accomplish construction control and testing. Ensures set up and calibration of testing equipment. Performs materials tests and reporting for construction activities including, but not limited to, the following: Concrete and aggregate production facilities, tests earthen works, borrow area investigations, etc. Develops and implements an internal management process for coordinating and scheduling laboratory staff systems. Implements soil investigation procedures and advises Regional personnel on field testing techniques and methodology for determining soil types, quantities, and physical characteristics of materials available for construction of facilities at various locations. To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-10 level in federal service having demonstrated experience in materials (soils, concrete, aggregate, etc.) used in the construction of earth and concrete water storage and conveyance systems e.g., testing and evaluating results of various materials to assure compliance with quality standards and construction specifications; experience inspecting concrete batching operations, aggregate processing plants and equipment to assure work is in compliance with contract plans and specifications; experience leading or managing materials testing and quality control operations and providing technical advice to others in solving difficult materials issues in the engineering design or construction operations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 12/06/2024.
