GENERAL DESCRIPTION:

The Office of State Lands and Investments (OSLI), an agency committed to effectively managing natural resources and funds for current and future generations, is seeking a Senior Grants and Loans Analyst Accountant in our Grants and Loans section. The Senior Grants and Loans Analyst assists the Grants and Loans Program Manager with the administration of OSLI's authorized to grant and loan programs including, but not limited to, the following: Clean Water State Revolving Fund Loans (CWSRF), Drinking Water State Revolving Fund Loans (DWSRF), Farm Loans, Beginning Agricultural Producer Loans, and Capital Construction Loans (CCL). This position will work with various state and federal agencies in securing funding opportunities for eligible applicants. The Senior Grants and Loans Analyst is responsible for monitoring individual grant and loan program budgets and reviewing construction activities for efficient and timely use of program funds. This position works closely with the Grants and Loans Program Manager as well as the Assistant Director of the Administrative Services Division, and fills in for the Program Manager when needed.

This position is located in Cheyenne, Wyoming. Cheyenne is a full-service community home to over 60,000 residents. Cheyenne is near four-season outdoor recreation areas, including the Snowy Range and the Medicine Bow National Forest, and home to world-class rock climbing at Vedauwoo. In addition, the location provides convenient access to the Colorado Front Range communities, including Fort Collins and Denver, and Denver International Airport. Wyoming is one of only seven states with no state income tax.

ESSENTIAL FUNCTIONS:The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Prepare and submit federal reporting requirements related to the State Revolving Loan Programs, CWSRF, and DWSRF.

  • Complete monthly balancing and annual federal reporting for CWSRF and DWSRF loan programs to the EPA.

  • Prepare and submit annual reports to the EPA for both CWSRF and DWSRF loan programs.

  • Compile and submit loan activity reports to the State Auditor's Office for the Annual Comprehensive Financial Report (ACFR).

  • Report new SRF loans and track reporting to the Federal Funding Accountability and Transparency Act (FFATA) to ensure requirements are met.

  • Process loan payments and disbursements.

  • Prepare federal documents to close out grants once all funds have been fully spent.

  • Apply for federal CWSRF and DWSRF grants annually and track the spending of each separately.

  • Review loan applications for creditworthiness and eligibility, make funding recommendations, and prepare loan documents.

  • Assist with the day-to-day management of all grant and loan programs.

  • Establish new grants or loans on the internal accounting system.

  • Assist the Grants and Loans section staff to effectively manage the grant and loan programs to ensure compliance with rules and program eligibility.

  • Balance the internal accounting system to WOLFS at least monthly.

  • Update the loan application spreadsheet for the website after new grants are approved.

  • Evaluate grant programs, identify programs, and suggest improvements to the Program Manager.

  • Communicate with section staff, applicants, and outside entities.

Qualifications

PREFERENCES:

Preference may be given to candidates who have experience working with federal grants and compiling and submitting quarterly reports.

Preference may also be given to candidates who have experience with Wyoming Online Financial System (WOLFS).

KNOWLEDGE:

  • Knowledge of state statutes, policies, and regulations.

  • Knowledge of federal grant regulations.

  • Knowledge of the legislative procedures and requirements.

  • Knowledge and understanding of lending principles and practices.

  • Knowledge of the construction industry, including billing practices.

  • Knowledge of internal controls over accounting applications.

  • Knowledge of Generally Accepted Accounting Principles as they are applied to government accounting systems.

  • Strong skills in Microsoft Office, especially Excel.

  • Strong written and oral communication skills.

  • Skills in public speaking and presenting.

  • Ability to analyze financial information and make recommendations.

  • Ability to work independently with minimal supervision.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Finance)

Experience:

1-2 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Analyst

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Analyst
