Job Summary

Manages and performs professional work coordinating various senior volunteer programs supporting County and not for profit operations.

Essential Functions

  • Carries out implementation of the senior volunteer program goals and objectives, recommends improvements to business processes and supporting systems; identifies and addresses compliance issues, streamlines and improves processes and communications with stakeholders, ensures adherence to project/program plans and timelines, identifies constraints or challenges

  • Manages the volunteer program promotion, explanation and interpretation of public outreach objectives, benefits and programs; develops and establishes appropriate communications and manages a proactive approach to information dissemination to County staff and/or the public.

    Manages the volunteer activities of assigned support, administrative and office functions; reviews and processes a variety of internal and external reports, forms, invoices, contracts and related documents. Prepares related statistical summaries and narrative reports to be submitted to the grantor agency.

  • Summarizes and assembles reports and information, trend analysis and prepares information releases; develops, plans, and drafts various department documents, reports, projects related material.

  • Performs a variety of administrative duties for the program.

  • Manges the preparation of RSVP program budget development documents, tracks expenditures and revenues.

  • Assesses potential site locations for special events, recreational activities and determines potential use.

  • Manages and performs professional work coordinating AmeriCorps Retired Senior Volunteer Program (RSVP) and any other awarded grant programs from the Corporation for National and Community Service.

  • Plans marketing and promotional strategies for developing interests in and recruiting for volunteers; makes presentations to varied community gatherings of older adults, retirement communities, etc.; organizes and facilitates information sessions; writes and coordinates event and other media releases; maintains website and utilizes social networking sites to post information and update volunteers; contributes to the Aging and

  • Volunteer Services newsletter.

  • Coordinates with non-profits to identify and develop volunteer opportunities that match volunteers’ interest, skills and abilities; develops new and renewal memorandums of understanding with agencies; provides orientation with new agencies; conducts annual monitoring of volunteer sites to ensure compliance with CNCS regulations.

  • Meets with potential volunteers and screens them to determine interests, skills and abilities; discusses and coordinates placements with agencies; ensures placement is a good match; works with volunteer on changing placements as needed.

  • Performs program administrative duties; reviews timesheets listings from agencies showing dates and times volunteer works; collects in-kind donations; writes statistical and program reports for Collier County and AmeriCorps.

  • Meets with volunteers and agency contacts as needed to resolve problems; provides technical assistance.

  • Coordinates all implementation aspects of assigned grants, including working with the County Attorney’s office, the Finance Department of the Clerk of Courts, the grantor agency, the monitoring unit, internal and external auditors, the Procurement Division, the Office of Management & Budget Grant Management Office, and any external third-party organization performing a component of the grant management process.

  • Plans, collaborates and coordinates implementation of events for volunteers and service projects; oversee program development/implementation/data collection at all volunteer sites.

  • Ensure all federal grant requirements are followed: annual safety and accessibility assessments, memorandum of understandings, annual volunteer surveys, in-kind, etc.

  • Maintain information in the Volgistics database and in files for program compliance with federal reporting guidelines.

  • Lead quarterly RSVP Advisory Council Meetings and other related groups.

Minimum Qualifications

  • Bachelor’s degree required.

  • Two (2) years of related experience.

  • Candidates without a degree should possess four (4) additional years of related experience.

  • Fingerprinting required.

    If assigned to Retired Senior Volunteer Program (RSVP):

  • Additional background screenings related to federal grant requirements are required.

  • Salary offers above the minimum pay grade may be considered based on qualifications.

  • Essential Employees may be required to work during an undeclared or declared emergency. The County’s Administrative Office will determine who will be required to work on an incident-by-incident basis.
