Defense Finance and Accounting Service RELOCATION ASSISTANCE SPECIALIST in United States

Summary Who may apply: Current, permanent DoD Federal Civilian Employees in the competitive service, eligible Priority Placement Program DoD Military Spouse Preference applicants, eligible PPP applicants, and current DoD VRA employees. Duty location may be Columbus or Cleveland, OH; Rome, NY; Limestone, ME; or Indianapolis, IN. This is not a remote position. Position may be filled at an entry grade of GS-07, GS-09, or GS-11. Salary will be based on entry grade and duty location of position. Responsibilities Provides a full range of Relocation Assistance (RA)/Permanent Change of Station (PCS) assistance, information and services for DFAS civilians and family members. Monitors and oversees the accurate and timely processing of PCS orders for current or newly selected employees. Develops welcome packages, sponsorship and transition training/education. Maintains statistical data and cost tracking reports on current, past and projected funding requirements for program/service expenditures. Responsible for all RA/PCS correspondence associated with program responsibilities and ensures that case records and security measures are kept IAW applicable regulations. Develops and maintains standard operating procedures, processes, and guidelines for Agency RA/PCS programs/services. Duties are described at the full performance, GS-11, level. Duties assigned to entry grade of GS-07 or GS-09 will be developmental in nature. Requirements Conditions of Employment Qualifications For the GS-07 grade, One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as experience processing travel orders for military and/or federal civilian employees. Experience with relocation and permanent change of station entitlements in accordance with the Joint Travel Regulations (JTR). For the GS-09 grade, One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as providing guidance and assistance to customers regarding the regulations and entitlements of PCS moves for military and/or federal civilian employees; preparing and reviewing travel orders, and researching problems involving the application of relocation entitlement regulations as outlined in the JTR and in agency practice/procedures. For the GS-11 grade, One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as providing guidance and advisory services to management and customers regarding the application of relocation entitlement regulations as outlined in the JTR and in agency practice/procedures for military and/or federal civilian employees; preparing and reviewing travel orders for lower level technicians, providing cost estimates for PCS orders and working with budget or finance offices to support the PCS program; researching complex issues involving the application of relocation entitlement regulations as outlined in the JTR and in agency policy, practice and procedures. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. For GS-07 consideration, applicant must have served 52 weeks as a GS-05 or higher grade in Federal Service. For GS-09 consideration, applicant must have served 52 weeks as a GS-07 or higher grade in Federal Service. For GS-11 consideration, applicant must have served 52 weeks as a GS-09 or higher in Federal Service. GS-07 Substitution of Education for Experience: One full year of graduate level education or Superior Academic Achievement (http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp) may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. This position is Non-Exempt at the GS-07 and GS-09 grades levels, and Exempt at the GS-11 grade level from the Fair Labor Standards Act. Travel requirement is seldom (1-24%). This position is not covered by a bargaining unit. This position will be covered by the DFAS Career Acclimation Program (DCAP). The purpose of this program is to develop well-qualified, well-trained, high potential employees for future positions within DFAS. Selections at the entry levels, GS-07 & GS-09, will be covered by a formal training development program with promotion opportunities under the DCAP Program. Promotion is conditional based on performance, successful completion of training, and availability of higher graded work. Individuals who previously successfully completed the program will not be placed in the formal developmental program and are ineligible for having pay set using maximum payable rate or pay retention.
