Summary This is a public notice for FAA authorized Human Resources Specialist (0201) positions open to U.S. Citizens. Positions may be announced for FV-F through K or grades FG-7 through 15 to support the Infrastructure Investment and Jobs Act 2021. Responsibilities Serves as a Human Resources Specialist performing basic to progressively more difficult assignments. Applies fundamental HR concepts, principles, laws, regulations, policies and operating procedures in accomplishing the work. Typical assignments involve one or more of the following functional areas: recruitment, employment, staffing, compensation, position classification, labor-employee relations and benefits administration. Typically acts as a member of a team in one or more the following duties/responsibilities: developing/publishing vacancy announcements; conducting job analysis; evaluating applicant qualifications; adjudicating claims for veterans' preference; issuance of referral lists; rating/ranking/grouping applications; processing selections; annotating legal authorities and nature of action codes on personnel actions; evaluating position duties & responsibilities to determine appropriate title, series, grade/pay band; application of basic negotiating techniques and knowledge of specific phases of the labor relations to process uncomplicated labor-management proposals; address/review matters concerning unit coverage and fundamental employee representation issues; providing advice and assistance to managers and employees on basic pay setting or leave policies; advising managers and employees on routine conduct, leave or performance questions or disputes; injury compensation programs; and counseling managers, employees and beneficiaries on coverage eligibility/options under federal employee retirement, group life, health benefits and thrift savings plans/programs. Researches, interprets and applies HRM laws, regulations, policies, standards, precedent setting decisions, grievance procedures and applicable collective bargaining and other negotiated agreements for assigned functional areas. Participates in development of creative, results-driven approaches to employment functions. Established HR policies/procedures provide detailed guidance for almost all assignments, with little or no room for discretion. Works under detailed instructions and work is reviewed regularly during assignments and at completion to ensure accuracy, timeliness and regulatory compliance. OR EDUCATION SUBSTITUTION: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, gained from an accredited college or university. OR Combination of education and experience may be qualifying for this position. TO QUALIFY FOR THIS POSITION AT THE FV-G LEVEL, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-F (GS/FG 5-9) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of a HR Specialist position. SPECIALIZED EXPERIENCE may include but not limited to: experience working in the human resources field that provided experience in the full range of employment services/staffing, benefits administration, managing union contracts, employee relations and grievances, or other related personnel disciplines. OR EDUCATION SUBSTITUTION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Education must be directly related to the position. Must be gained from an accredited college or university. OR Combination of education and experience may be qualifying for this position. TO QUALIFY FOR THIS POSITION AT THE FV-H LEVEL, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G (GS/FG 10-11) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of a HR Specialist position. SPECIALIZED EXPERIENCE may include but not limited to: experience applying Human Resources policies and regulations in day-to-day work assignments; experience communicating with customers to acquire, clarify or exchange factors or information needed to make decisions involving Human Resources work assignments; serving as an advisor to managers and other personnel on complex personnel issues and identifying and recommending solutions. TO QUALIFY FOR THIS POSITION AT THE FV-I LEVEL, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H (GS/FG 12) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of a HR Specialist position. SPECIALIZED EXPERIENCE may include but not limited to: advising management on a variety of human resources management concepts, laws, policies, practices and regulations related to employment services/staffing, benefits administration, managing union contracts, employee relations and grievances, or other related personnel disciplines. TO QUALIFY FOR THIS POSITION AT THE FV-J LEVEL, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I (GS/FG 13) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of a HR Specialist position. SPECIALIZED EXPERIENCE may include but not limited to: experience leading or working in the HR functional areas of recruitment, staffing, classification, compensation, and position management; experience interpreting and applying human resource management principles, policies, and procedures typically gained as a senior HR advisor; experience with HR related systems; leading or overseeing the work of lower-graded staff or teams performing human resource functions. TO QUALIFY FOR THIS POSITION AT THE FV-K LEVEL, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J (GS/FG 14) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of a HR Specialist position. SPECIALIZED EXPERIENCE may include but not limited to: managing a Human Resource Management office or program; developing and/or participating in the development of HR policies and procedures; leading or overseeing the work of lower-graded staff or teams performing human resource functions and customer service (recruitment, placement/staffing, processing personnel actions, pay-setting, and HR systems); and overseeing human resources programs and operations to ensure compliance with HR policies and Federal regulations.
