Summary About the Position: This JPEO-CBRND Program Manager (Program Officer Acquisition), NH-0340-04, position will be assigned to the Joint Project Manager for CBRN Special Operations Forces (JPM CBRN SOF). Position may be filled at either Aberdeen Proving Ground, MD or Stafford, VA. The NH-04 pay band encompasses grades 14 and 15 under the General Schedule (GS) system. Responsibilities Serves as an advisor to senior DoD officials on status of acquisition programs, progress made and projected plans. Utilizes project management and acquisition principles to analyze situations, identify problems, probe causes, and select courses of action for technical and functional specialists to pursue. Projects major acquisition milestones and events necessary to meet the cost, schedule, and performance goals set by the Joint Project Manager. Interfaces with internal and external stakeholders such as representatives from OSD, HQDA, ASA(ALT), JPEO HQ Staff, other commands/government agencies, and private industry on all matters affecting program execution. Applies a high degree of managerial and technical knowledge as well as a thorough understanding of the DoD acquisition process to manage assigned programs. Plans and conducts highly complex program reviews and briefs findings to the Joint Project Manager and other senior JPEO-CBRND leaders within the headquarters. Requirements Conditions of Employment Qualifications This position is subject to a salary control point established in the JPEO-CBRND Acquisition Demo Business Rules. Specialized Experience: One year of specialized experience is defined as: 1) Develop acquisition strategies across multiple programs utilizing knowledge of the entire DoD acquisition process; 2) Review acquisition regulations, policies, and directives to determine impact on assigned programs; 3) Provide status reports to senior leaders in order to identify programmatic issues and progress in issue resolution; and 4) Manage the integration of multiple acquisition programs to accomplish the organization's mission. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13). This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
