Federal Highway Administration Program Manager (National) - ADL in United States

Summary This position is located in the Office of Federal Lands Programs (HFLP), in the Office of Federal Lands Highway (FLH), Federal Highway Administration (FHWA). The FLH Office is responsible for administering the nationwide Federal Lands and Tribal Transportation Program (FLTTP) and other transportation programs. Responsibilities The Program Manager (National): Leads as an authoritative source on all aspects of program management for the Federal Lands Transportation , Nationally Significant Federal Lands and Tribal Projects, and Defense Access Roads & Missile Defense program(s). Leads the coordination with partner agencies, FLH Divisions, FLH Headquarters, and other FHWA offices, on the development of a multi-year program of projects. Collecting and analyzing project and program metric data to inform and improve the administration of programs and respond, in a timely manner, to a range of stakeholders’ information requests. The ideal candidate has experience managing and/or leading people to develop, deploy and monitor a portfolio of asset management activities and projects, supporting a broad range of functional areas, with a diverse set of internal and external stakeholders. PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required. PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed). TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience requirements. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience providing policy, direction, and oversight for program management and transportation planning program(s). Experience in developing and coordinating program policies and procedures with a range of stakeholders and administering transportation programs. Experience managing budget(s) and funding for a portfolio of projects that supports functional activities. Education Additional Information This announcement is being advertised under the FHWA's Alternative Duty Location (ADL) Program and can be filled in any one of the approved ADL locations listed on this announcement, as space allows for each location. It is possible to select a location that no longer has space available, and in that instance, the selecting office will not be able to move forward with placement. PLEASE NOTE: Salary will be adjusted in accordance with the locality pay for the specific area. Under this program, relocation assistance is not available to applicants residing in any one of the ADL locations advertised in this announcement. Relocation may be available for applicants located outside of the advertised duty locations. Employees who are not eligible for relocation because they reside in one of the advertised locations may apply for positions in other advertised duty locations; however, if selected, they must move themselves to the locations at their own expense. Positions under the ADL program have several unique requirements, such as remote supervision, the required signing of an ADL agreement, and possibility of increased travel.
