GENERAL DESCRIPTION:
The ETS Security Team is responsible for providing effective cyber security for all Executive Branch agencies; however, the scope of work does not stop there. As Network Security Engineer within the ETS Security Team, this pivotal role is charged with spearheading cyber security efforts across all Executive Branch agencies, boards, and commissions. This comprehensive position merges the responsibilities of ensuring a secure, compliant cloud computing environment with a keen focus on adherence to policies, best practices, and regulatory mandates while embodying the critical functions of a firewall administrator. The role demands profound technical acumen, versatile experience across various cloud platforms, and a steadfast dedication to security principles, serving as the digital fortress's architect against cyber threats targeting the state's vast digital infrastructure. This individual is the linchpin in maintaining a robust, secure network environment that underpins the digital operations of government agencies and their service to state constituents, thereby reinforcing the state's commitment to a secure, efficient, and resilient digital ecosystem.

ESSENTIAL FUNCTIONS:
Implement and configure advanced security measures across cloud services and internal/external networks to safeguard against unauthorized access, data breaches, and cyber threats. This includes the deployment of encryption intrusion detection systems, and secure access protocols to ensure data integrity and confidentiality across all computing environments.
Configure and manage firewall settings and other network security tools to establish a robust defense perimeter. This responsibility involves setting up firewall rules, segmenting networks to protect sensitive data, and ensuring that security configurations are optimized for both performance and security across the organizational digital infrastructure.
Conduct continuous monitoring of the cloud computing environment and network traffic to detect and respond to threats real time. Perform regular vulnerability assessments and penetration testing to identify potential security weaknesses, and apply necessary patches or updates to mitigate risks before they can be exploited
by malicious actors.
Apply and maintain security policies and best practices within cloud configurations and network operations. This includes managing access controls, encryption policies, and secure coding practices, as well as ensuring compliance with regulatory requirements and industry standards for data protection and privacy.
Participate in the technical aspects of incident response activities, including the
identification, investigation, and resolution of security breaches or anomalies. Provide expertise in forensic analysis and troubleshooting to understand the root cause of incidents and implement corrective actions to prevent future occurrences. Additionally, document incidents and lessons learned to improve security posture and response strategies.
Qualifications
PREFERENCES:
Preference may be given to those with experience or technical proficiencies utilizing next-generation Checkpoint firewalls.
KNOWLEDGE:
Key knowledge areas include an understanding of network architectures, cloud computing platforms, cybersecurity principles, and familiarity with legal and regulatory compliance requirements related to information security.
Essential skills involve mid-level knowledge in configuring and managing next-generation firewalls, intrusion detection blades, and VPN encryption technologies, threat analysis, vulnerability assessment, and incident response.
The ability to troubleshoot network security issues and implement security best practices across diverse computing environments.
Functional competencies include analytical thinking, effective communication to articulate security risks and recommendations, and the capability to stay current with evolving cyber threats and technology trends.
Moreover, a proactive approach to cybersecurity, the ability to work collaboratively within and across teams, and a commitment to continuous learning and professional development are indispensable for navigating the dynamic landscape of network security successfully.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Computer Technology)
Experience:
0-3 years of progressive work experience in Systems and Infrastructure with acquired knowledge at the level of a Systems Technologist II
OR
Education & Experience Substitution:
4-6 years of progressive work experience in Systems and Infrastructure with acquired knowledge at the level of a Systems Technologist II

Necessary Special Requirements
PHYSICAL WORKING CONDITIONS:
Occasional travel is required around the State of Wyoming throughout the year, which may include overnight stays and weekends.
Ability to lift 50 pounds.
Some projects may include work with the State of Wyoming Correctional facilities.
