Summary This position is part of the Office of the Chief Financial Officer, Department of Energy. As a Management and Program Analyst, you will assess how Department of Energy (DOE) organizations perform their programs and functions, and provide information and recommendations to help management make informed decisions about agency operations and management. Responsibilities As a Management and Program Analyst, you will: Serves as an analyst and/or advisor to management on the evaluation of the effectiveness of a substantive program and its operations or a key segment of a broader major mission critical program within a DOE program office. Interprets, reviews and analyzes broad policies, regulations, procedures, and system(s) requirements promulgated by higher authority to determine their impact on local operations. Analyzes management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology. Consolidates data as necessary and reviews to ensure accomplishment of objectives, timeliness, and acceptability. Identifies, develops, analyzes and evaluates new or modified administrative program policies, regulations, goals, or objectives for use in the management and direction of programs. Requirements Conditions of Employment Qualifications GS-13 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting 2 out of 3 of the following: Reviewing and recommending to the Chief Financial Officer (CFO) approval of major budget revisions prepared by the programs. Performing analysis of program performance reports as well as coordination with relevant stakeholders within the Department of Energy. Making decisions on stakeholder issues in support of efforts to formulate, develop and implement budgetary initiatives. GS-14 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting 2 out of 3 of the following: Providing guidance to Headquarters and Field Office program managers and senior officials on budget policies and procedures. Analyzing current operations to identify key areas for budget initiatives that can enhance overall performance. Researching and presenting interpretations of DOE, OMB, and Congressional policies and legislation in response to programmatic requests which require budgetary knowledge of these programs. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
