Meets with managers and executives within the Service to define the overall goals and objectives of the project. Prepares action plans and schedules for various phases of project accomplishment, both short and long-range; ensures that plans are consistent with Service goals, schedules, and policies. Prepares recommendation for resource requirements to accomplish the project; negotiates with managers of various components of the Service to obtain needed resources and support. Establishes a system to review, control, and report on project status. Plans, coordinates, and establishes operating methods and procedures for accomplishment of project mission; as needed, directs the development and accomplishment of employee training relating to the project. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years. A 1-year probationary period is required (unless already completed). Qualifications Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: GS-11 SPECIALIZED EXPERIENCE: To qualify for this position at the grade 11 level you must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 level in the Federal service. Specialized experience for this position includes: demonstrated knowledge and skill in applying analytical and evaluative techniques, both qualitative and quantitative, to projects and studies concerning the efficiency and effectiveness of program operations; Experience should include recommending alternatives and/or changes in methods, processes, and techniques to improve program and administrative procedures; Experience using knowledge of work processes, operations and programs to perform studies and evaluations, and make recommendations for changes and improvements (i.e., financial reporting issues); Experience using knowledge of management principles and processes to perform project management duties and effectively coordinate and integrate project objectives; Skill in applying communication techniques sufficient to present plans and proposals convincingly and negotiate. OR You may qualify based on education as follows: A Ph.D. or equivalent doctoral degree in a related field of study demonstrating the knowledge, skills and abilities to do the work. OR Three (3) full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study demonstrating the knowledge, skills and abilities to do the work. OR LL.M., if related OR A combination of experience and education equivalent to the amount required. GS-12 SPECIALIZED EXPERIENCE: To be minimally qualified for this position you must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal service. Specialized experience for this position includes demonstrated accomplishment of evaluative and analytical methods to identify and measure accomplishments and progress, revise methods and develop new approaches to information gathering; knowledge of project management techniques to plan, schedule, and conduct projects; mission, organization, work processes and related administrative activities to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations. Your experience must include oral communication techniques to present findings and negotiate solutions. GS-13 SPECIALIZED EXPERIENCE: To qualify for this position at the grade 13 level you must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. Specialized experience for this position includes demonstrated accomplishment of a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative; management and organizational principles to apply to programs, projects and studies concerning the efficiency and effectiveness of operations and means to improve them. Knowledge of the organization and project management techniques to evaluate projects, and studies and the ability to identify problem areas, trends, deficiencies, or other similar factors affecting operations. Your experience must include oral communication techniques to present findings, deliver briefings, and negotiate solutions to disputed recommendations. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Tour of Duty: Monday - Friday, 8:00AM - 4:30PM EST Alternative work schedule, staggered work hours or telework may be available. In the event that a building is closed due to rent management, new hires may be placed in a local commuting location.
