Veterans Benefits Administration Management and Program Analyst (HRL) in United States

Summary The incumbent serves as a Management and Program Analyst on the Front Office staff for the Office of Administrative Review (OAR). The primary purpose of this position is to provide expert analysis and guidance supporting program personnel nationwide. The incumbent performs a variety of analytical, planning, evaluative, and advisory work related to Human Resources. Responsibilities Specific duties include: Performs comprehensive program analysis and evaluation, taking into consideration factors such as cost effectiveness, attainment of program goals and objectives, workforce management, and compliance with pertinent legal and regulatory guidelines. Serves as advisor and consultant to the OAR Leadership, supervisors, employees, and union officials on all HR issues. To include, but not limited to, Employee Relations, Performance Management, Position Management, Recruitment, Staffing & Placement, Training and Development, Employee Health Benefits Administration, Employee Recognition Programs, Employee Health and Wellness, and the Office of Worker's Compensation Programs. Coordinates and facilitates work completion for those programs centralized to the HR Center including Recruitment, Staffing & Placement, Classification, and Record keeping. Provides management advisory services and formulates and implements administrative management policies, procedures, operations, goals, and objectives. Identifies possible problems or anticipated changes in methods or requirements and develops a set of alternative courses. Advises management officials of the potential consequences of each proposed solution and provides recommendations to assist in making decisions. Prepares various recurring and special administrative reports. Consolidates information into a usable format and prepares reports based on established regulatory procedures or logical assembly of data where there are no established reporting formats. These reports are national in scope and often require extensive correcting and revising, to ensure one consistent product with appropriate applicable data for senior leadership, and other HQ offices. Resolve problem situations before they become significant problems. Keeps the EMO up to date on sensitive matters before internal and external stakeholders elevate the matters to senior leadership. Uses professional discretion, judgment, confidentiality and sensitivity to controversial matters and information privy to management and senior leadership. Initiates, plans, and conducts management studies in such areas as, but not limited to, operational and organizational performance. Builds strong and productive relationships with other VBACO entities in order to reach project objectives and achieve mutually desired goals beneficial to VBA. Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement:11/19/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-13 position you must have served 52 weeks at the GS-12 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-13 Grade Level: Specialized Experience: Experience with recruitment/hiring processes. Experience providing leadership officials with guidance/direction in all areas of human resources. Experience with the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. Expert communication skills to present and articulate findings to upper level management. Experience in reviewing policies and procedures to determine the impact of operations or conducting evaluative studies to include strengths, weaknesses and best practices and making recommendation(s). Education Substitution: There is no education substitution at the GS 13 level. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: Work is primarily sedentary but involves use of a personal computer so a degree of manual dexterity and visual acuity sufficient to use these tools is required. Occasional standing, bending, walking, and stooping are also necessary. Some slight physical effort is required in that incumbent lifts and carries reference books, files, and similar items.
