Citizenship and Immigration Services Management and Program Analyst (Fleet) in United States

Summary This position is located in Office of Administration, Logistics Management Division, Headquarters Asset Management Branch. As a Management and Program Analyst (Fleet), you will coordinate, analyze, and evaluate fleet management programs and policy including for personal property, internal controls, Government Fleet Charge Cards, Telematics, statistical analysis, and budget methodology. Responsibilities Develops qualitative and quantitative analysis and evaluation techniques to assist in managing USCIS's Personal Property, Internal Controls, and Vehicle Fleet Management programs. Participates in meetings and studies to solicit input from experts and provides review and analysis of complex issues and policies for the agency's fleet program. Communicates effectively both orally and in writing as it relates to formulation of recommendations, proposals, correspondence, and reports. Identifies and analyzes trends in the receipt, allocation, obligation, and expenditure of funds to ensure the annual financial plan is timely met and funds are available and used effectively in support of the agency's vehicle fleet program. Develops and implements acquisition strategy for the procurement of goods and services for the program's operations. Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. Probationary Period: You may be required to serve a probationary period of 1 year. Motor Vehicle Operation: This position requires operation of a motor vehicle. You must possess a current valid driver's license. Qualifications The qualifications for this position must be met by 11:59 PM (Eastern Time) on 12/11/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 12/11/2024. GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Planning and implementing process analysis and evaluation to develop, document, and implement effective and efficient solutions. Analyzing program needs, recommending policies, and formulating procedures for local offices and managers. Preparing reports and providing briefings on programs, activities, and accomplishments. Communicating effectively both orally and in writing as it relates to formulation of recommendations, proposals, correspondence, and reports.
