GENERAL DESCRIPTION:
To effectively and safely provide mail services to all State Agencies, elected Officials, Legislatures, and Laramie County Pharmacy donations.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.
Delivers and picks up outgoing mail from state agencies on assigned routes.
Ensures proper inserting, collating, mailing, and processing of time-sensitive, essential documents (e.g. warrants, remittance statements, notices) for State of Wyoming agencies, and assists mail manager whenever needed.
Operates mailroom machinery and/or data center printers.
Loads and unloads mail and/or mainframe reports into state vehicles in an organized manner.
Processes all outgoing mail for pick up by Federal Post Office and UPS.
Coordinates mail activity with other areas by carefully scheduling delivery times and places, keeping to a strict schedule.
Ensures that work orders provided for state agencies are recorded and accurately accounted for.
Handles contaminates, biohazards, etc., and signs for these when dealing with health labs, etc.
Responsible for picking up certified, insured, registered, and express packages from the United States Post Office.
Accountable for postage stamp stock and postage meters using weighing scales & rate charts.
Monitor postal costs and provide reports for budget recommendations.
Presort and process first-class and bulk mail.
Collect signatures for delivered accountable mail.
Train other employees on areas of expertise, as needed.
Acts as the subject matter expert in a specific mailroom function, including mail-related computer and database programs.
Qualifications
KNOWLEDGE:
Knowledge of the use of computers.
Knowledge of all mail classes, weights, fees, insurance, and services UPS offers.
Knowledge of State of Wyoming Performance Appraisal.
Knowledge of basic math.
Knowledge of reading, alphabetizing, sorting, and filing.
Knowledge of bulk mail requirements.
MINIMUM QUALIFICATIONS:
Education:
High School Diploma
Experience:
0-1 year of progressive work experience (typically in Business)
OR
Education & Experience Substitution:
1-2 years of progressive work experience (typically in Business)

Necessary Special Requirements
PHYSICAL WORKING CONDITIONS:
Must be able to lift 50 pounds, withstand weather extremes, and maintain good working relationships with staff.
Exposure to hazardous materials, bodily fluids, chemicals, bio-hazards, and potential explosives, required to handle time-sensitive mail, constant exposure to elements, driving of delivery vehicles, and operation of large and complex mailroom equipment.
Ability to stand for long periods.
