Bureau of the Fiscal Service Lead IT Project Manager in United States

This position is located at Bureau of the Fiscal Service, Project and Provider Management Division. As a Lead IT Project Manager, you will be responsible for providing specialized and technical IT services within the areas of project management and support for OIT's customers. Responsibilities As a Lead IT Project Manager, you will: -Articulate and communicate to the team the assignment, project, problem to be solved, actionable events, milestones, and or program issues under review, and deadlines and time frames for completion. -Lead the team in: identifying, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level and or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each employee has an integral role in developing the final team product. -Provide project leadership during planning, design, and execution phases of Information Technology (IT) projects (software engineering, hosting, networking, telecommunications. and others). The work includes team leadership, planning, coordination among project members, and documenting project artifacts. -Determine the impact of changes to existing systems or infrastructure components. Ensure security controls and requirements are incorporated; contribute information and documentation for Security Plans. Requirements Conditions of Employment A one-year probationary period may be required. Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years. Obtain and use a Government-issued charge card for business-related travel. This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility at the GS-12 level in the Federal service or equivalent, which have equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes experience performing IT work developing, modifying, or enhancing IT products, services, or systems in order to support the needs of an organization mission, functions, and operations. Examples of such experience for the could include: - Experience leading an IT project team or a segment of a project in order to maintain quality and mitigate risk; OR - Experience facilitating and authoring schedules, minutes, and action/issue/risk logs for an entire project or a segment of a project; OR - Experience communicating IT related ideas, orally and in writing, to diverse audiences in order to assess needs and explain options. AND In addition to meeting specialized experience, applicants must have IT-related proficiency in each of the four competencies listed below. - Attention to Detail, such as monitoring and reporting on the status and progress of work to ensure deadlines and quality have been met. - Customer Service, such as working with technical experts and customers to create systems or enhancements to existing systems and/or IT business processes. - Oral Communication, such as coordinating the preparation, presentation and communication of work-related information. - Problem Solving, such as providing advice on work methods and assisting others in identifying the parameters of a viable solution. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks.
