Summary The Office of the Chief Information Officer (OCIO) is a customer service organization dedicated to providing information technology (IT) solutions and leadership to advance DOL's mission. Responsibilities Major duties include but are not limited to: Responsibilities include all aspects of the project management lifecycle (Agile and/or Waterfall) in the execution of assigned projects to include the initiating, planning, executing, monitoring & controlling, and closeout process groups: Project integration management to include developing the project charter and project management plan, directing and managing project work, managing project knowledge, monitoring and controlling project work, performing integrated change control, and closing the project and or phases. Project scope management to include planning scope management, collecting requirements, defining project scope, creating the project work breakdown structure, validating and controlling scope. Project schedule management to include planning schedule management, defining and sequencing activities, estimating activity durations, developing and controlling the project schedule. Project cost management to include estimating and controlling cost, determining project budget. Project quality management to include planning, managing and controlling quality. Develops, implements and ensures compliance with DOL plans, policies, standards, infrastructure and architecture. Analyzes, plans, designs, documents, assesses and manages the enterprise structural framework to align IT systems with DOL's mission and business processes. Maintains and grows polices that protect the integrity and confidentiality of DOL systems, networks and data. This position is responsible for planning and implementing IT projects across a range of areas, to include: cloud infrastructure and services; network development and administration; software development and implementation; requirements mapping; IT policy development; information security; systems engineering; database administration; web development; and systems administration. Consults with customers to refine functional requirements and to translate them into technical specifications and/or programming specifications. Projects are initiated to meet customer expectations and further the objectives contained within the strategic plan and include the development of project description documents, charter, constraints and assumptions, identification of alternatives and cost/benefit analysis. Responsibilities include all aspects of the project management lifecycle (Agile and/or Waterfall) in the execution of assigned projects to include the initiating, planning, executing, monitoring & controlling, and closeout process groups. Communicates with senior executives, program leadership and key stakeholders within the agency and throughout the federal government and industry. Project communications management includes managing and monitoring project communications. Project stakeholder management includes identifying stakeholders, planning, managing and monitoring stakeholder engagement. Performs other duties as assigned. Requirements Conditions of Employment Qualifications You must meet the Basic Requirements and the Specialized Experience to qualify for Information Technology Project Manager, as described below. For GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for GS-14 includes: Leading the gathering and documenting of business requirements or re-engineering business processes for an information technology modernization project. Analyzing applicable laws, statutes, and regulatory documents as part of an information technology modernization project. Leading all aspects of the agile project management life cycle including initiating, planning, executing, monitoring, controlling, closeout, stakeholder management, communications strategy. In addition to the above, applicants must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.
