U.S. Coast Guard HUMAN RESOURCES SPECIALIST in United States

Summary This vacancy is for a GS-0201-14, HUMAN RESOURCES SPECIALIST located in the Department of Homeland Security, U.S. Coast Guard, OFFICE OF CIVILIAN WORKFORCE MANAGEMENT. Duty location and salary will be determined upon selection. Responsibilities You will serve as a HUMAN RESOURCES SPECIALIST and be responsible for serving in many capacities as project managers, senior program analyst and technical experts, management consultants and program evaluators within and across functional program areas. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Develops agency personnel policy while assessing new and innovative customer service focused Human Resources programs and initiatives Review existing proposed legislative and regulatory requirements to determine impact on Human Resources programs. Conduct studies or interrelated and complex functions using a variety of analytical techniques, benchmarks and technical data. Translate requirements of new legislation into program goals, services and Agency policy. Qualifications To qualify at the GS-14 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal sector. Specialized experience must include the following but is not limited to ALL of the following: 1. Experience serving as an authoritative expert applying compensation concepts, data and cost analyses, regulatory policies to advise management and guide development of compensation programs; AND; 2. Experience managing the development, vetting and approval of compensation policies, procedures, and guidance documents; AND; 3. Experience performing oversight responsibilities to ensure compensation programs are managed in compliance with applicable laws, regulations, policies, and procedures; AND: 4. Demonstrating Expert knowledge of position classification law, theories, principles, and practices with an understanding of the full range of interrelationships of human resources management programs sufficient to provide integrated solutions to position classification problems/issues. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. NOTE: Education cannot be substituted for experience at this grade level. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
