Job Summary

Under general supervision, is responsible for providing transactional support to a department or group of departments as directed by the Human Resources Department. Provides information to management and employees regarding Human Resources policies and procedures. Working conditions are primarily inside an office environment. Exercises no supervision.

Essential Job Functions

  • Initiates and coordinates recruitment activities as requested by assigned department(s), to include planning requisitions, printing initial eligibility lists, coordinating pre-employment processing with Human Resources Department, and finalizing hiring actions in SAP.

  • Processes new hires to include benefits enrollment and establishes payroll records such as banking details, W-4, etc.

  • Processes all changes in status to include promotions, demotions, transfers, suspensions and unpaid leaves.

  • Processes employee terminations and associated transactions.

  • Initiates position changes such as in-lieu and reclassification actions.

  • Plans and submits salary adjustments (SAIs) and other changes to base pay.

  • Enters EPDP results and generates monitoring reports for assigned departments.

  • Pre-books employees for Central Human Resources training catalogue.

  • Enters Worker's Compensation incident into SAP and coordinates process with Human Resources Department.

  • Receives and reviews requests for FMLA leave and advises department on FMLA eligibility.

  • Provides information to management and employees regarding Human Resources Department policies, programs, and procedures.

  • Serves as liaison between Central Human Resources and assigned department(s).

  • All other duties as assigned by Central Human Resources

Job Requirements

  • Associate's Degree from an accredited college or university with preferable coursework in Human Resources or a related field

  • Three (3) years in data processing or human resources processes

  • Employee Relations Division Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor Convictions, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and Family Violence Convictions.

  • Valid Class "C" Texas Driver's License

Knowledge, Skills, and Abilities

  • Knowledge of City, State, and Federal policies and regulations relating to assigned area of responsibility.

  • Knowledge of English usage, spelling, and punctuation.

  • Knowledge of research methods.

  • Knowledge of modern office practices, procedures, equipment and, depending on the individual job requirements, clerical techniques.

  • Knowledge of basic bookkeeping practices and basic mathematical principles and methods.

  • Skill in operating a personal computer and utilizing rudimentary software.

  • Ability to operate a computer keyboard and other basic office equipment.

  • Ability to communicate clearly and effectively.

  • Ability to establish and maintain effective working relationships with City staff and the general public.

  • Ability to compile, organize, and maintain accurate and complete records and files.
